The 2025 ROMBACH AVENUE SIGNAL REMOVAL project includes removing the traffic signals located on Rombach Avenue near El Dorado Restaurant and PNC Bank, updating pavement markings, and restoration. Bond Percentage 10.00% Question Deadline 06/09/2025 at 4:00 PM ET Project Deadline: September 30, 2025 BIDDER accepts all of the terms and conditions of the Advertisement and Instructions to Bidders, including without limitation those dealing with the disposition of Bid Security. This Proposal will remain subject to acceptance for sixty (60) days after the day of Bid opening. BIDDER will sign and submit the Contract with the Bonds and other documents required within fifteen (15) days after the Notice of Award. BIDDER accepts the provision as to Liquidated Damages in the amount of $500.00 The work under this contract includes the complete removal of the existing traffic signal system at the intersection of Rombach Avenue and El Dorado restaurant and PNC Bank. The signal equipment, including poles, mast arms, signal heads, controller cabinet, and associated hardware and wiring, shall be carefully dismantled and delivered in good condition to the City of Wilmington Maintenance and Repair Street Department. In addition to traffic signal removal, the project includes: o Removal of conflicting pavement markings, including but not limited to stop bars, crosswalks, and lane arrows as indicated on the attached traffic control plan. o Installation of new pavement markings and traffic control signs to reflect the revised intersection configuration as shown in the project traffic control plan. o Removal of existing ADA curb ramps that cross Rombach Avenue as indicated on the attached plan. All work shall conform to the 2023 Ohio Department of Transportation (ODOT) Construction and Material Specifications, unless otherwise noted herein. Pavement marking removal and installation shall be performed using methods and materials approved by ODOT standards. The following reference plans are included: Existing Signal Plans clouded for equipment removals and a proposed traffic control plan sheet detailing the traffic control and striping changes that are included within this project. There are four (4) alternatives identified within this project: o Alternative 1: All signing and marking work associated with placing thermoplastic (ODOT Item 644) pavement markings o Alternative 2: All signing and marking work associated with placing traffic paint (ODOT Item 642) pavement markings o Alternative 3: Removal of the existing curb ramps o Alternative 4: Project completed prior to August 1, 2025 1. Traffic Signal Removal o Disconnect and remove all signal heads, span wires, mast arms, poles, foundations, pedestrian signal heads, push buttons, detection equipment, and associated cabling. o Remove and cut cabling to the nearest pull box. Do not remove cable from inside conduits. Do not disturb the pull boxes. o Remove the controller cabinet and foundation. o Salvage and deliver all removed signal equipment to the City of Wilmington Maintenance and Repair Street Department 494 S Nelson Ave. Wilmington, OH 45177. 2. Site Restoration o Remove all signal pole and cabinet foundations to a minimum of 1 feet below finished grade and in accordance to ODOT Item 202. o Backfill all excavations with suitable material and compact per ODOT Item 203. o Restore all disturbed sidewalk, curb, and pavement areas to existing conditions using ODOT Item 608 (Concrete Walk), Item 609 (Curb), and Item 253 (Pavement Repair), as appropriate. 3. Alternative 1 and 2 Pavement Marking Removal and Installation o Remove all conflicting pavement markings, including but not limited to stop bars, crosswalks, lane lines, and arrows, in accordance with ODOT Item 641. o Install new pavement markings per the attached plan using materials and layout per ODOT Item 642 or 644. 4. Alternative 1 and 2 Traffic Control o Provide and maintain all necessary signage and temporary traffic control in accordance with the Ohio Manual of Uniform Traffic Control Devices (OMUTCD) and ODOT CMS Item 614. 5. Alternative 3 Curb Ramp Removal Remove all existing ADA curb ramps at the intersection, including detectable warning surfaces and adjacent curb or sidewalk transitions. o Saw cut and remove concrete to neat lines, and prepare areas for restoration or regrading as necessary.
