Re-bid Number 24-13: Removal and Replacement of Condensers It Data Center - The Orange County Superintendent of Schools is seeking qualified and certified Data-Aire and contractors to provide all labor, materials, equipment, and services required to replace three (3) end-of-life (EOL) Data-Aire air-cooled condensers supporting Superintendent's IT Data Center Room's critical cooling systems. The replacement shall include delivery, installation, testing, and startup of three (3) new outdoor air-cooled condensers as specified Each bidder shall be a licensed contractor pursuant to the California Business and Professions Code Section 7028.15 and Public Contract Code Section 3300. The SUPERINTENDENT requires that the successful bidder must possess a C-20 California Contractor s License valid and active in the State of California at the time the bid is awarded and throughout the duration of the Project. Any bidder not so specifically licensed at the time the bid is awarded will be rejected as non-responsive. The bidders California State License number shall be clearly stated on bidder s bid response. Subcontractors shall be licensed pursuant to California law for the trades necessary to perform the work called for in the Bid documents. Any and all applicable licensing, certifications(s), and/or training requirements must be met and remain current and valid throughout the term of the contracted work. The Contractor shall furnish all labor, materials, equipment, tools, and utility and transportation services, and perform and complete all work required in connection with this Re-Bid Number: 24-13 Removal and Replacement of Condensers - IT Data Center Project document such as, but not limited to, the requirements of Division 0, Division 1 Project Documents. The Contractor shall be liable to the SUPERINTENDENT for any damages arising as a result of a failure to comply with that obligation, and the Contractor shall not be excused with respect to any failure to so comply by an act or omission of the Architect, Engineer, or representative of any of them, unless such act or omission actually prevents the Contractor from fully complying with the Project Documents and the Contractor protests, in accordance with the Project Documents, that the act or omission is preventing the Contractor from fully complying with the Contract Documents. Such protest shall not be effective unless reduced to writing and filed with the SUPERINTENDENT office within seven (7) calendar days of the date of occurrence of such act or omission preventing the Contractor from fully complying with the Project Documents. Each bidder s bid must be accompanied by one of the following forms of bidder s security: (1) cash; (2) a cashier s check made payable to the SUPERINTENDENT (3) a certified check made payable to the SUPERINTENDENT; or (4) a bidder s bond executed by a California admitted surety as defined in Code of Civil Procedure section 995.120, made payable to the SUPERINTENDENT in the form set forth in the Bid Documents. Such bidder s security must be in an amount not less than ten percent (10%) of the maximum amount of bid as a guarantee that the bidder will execute the Contract as specified, within seven (7) calendar days after the date of the Notice of Award, and provide the required Performance and Payment Bonds, insurance certificates and any other required documents. In the event of failure to enter into said Contract or provide the necessary documents, said security will be forfeited. All bonds, (Bid, Performance and Payment) must be issued by a California admitted surety as defined in California Code of Civil Procedure section 995.120. All Bidders are required to send in any Request for Information (RFI), questions or clarifications in writing regarding this Project by email to Patricia McCaughey at pmccaughey@ocde.us no later than 10:00:00 A.M. PST July 11, 2025. DVBE (3%) Completion- (75) consecutive calendar days 1. Mobilization & Setup o Mobilize personnel and equipment to the designated work area during normal business hours (6:00 am - 2:30 pm). - Check City of Costa Mesa o Coordinate loading and staging of materials and equipment. 2. Equipment Supply o Furnish (3) Stulz SCS Outdoor Air-Cooled Condensers (Model #SCS-447) or equal with: Refrigerant: R407C, Dual Circuit Standard Fan Controls Voltage: 460-480V, 3 Phase Factory-installed non-fused disconnects 3. Mechanical & Electrical Work o Conduct three (3) separate crane lifts for staged removal and installation. o Replace each condenser unit one at a time, with a minimum of one (1) full calendar day (twenty-four (24) hours) between each condenser installation in order to maintain cooling continuity for a total of three (3) condenser units. This phased installation will ensure that each new condenser unit is properly installed and verified for correct and stable operation before proceeding with the next condenser unit installation. o Recover and reuse refrigerant due to lack of ball valves Install new shut-off valves (SOVs) and piping as required. o Provide and install ACR Type "L" copper piping with inverted "P" traps. o Pressure-test mechanical piping with nitrogen; evacuate and pre-charge with 1 lb. R-22/circuit. o Replace/add ball valve on refrigerant lines. o Addition or installation of P-Trap for compressor oil line. o Addition or installation of pressure relief valve for compressor or refrigerant lines. 4. Testing & Commissioning o Conduct manufacturer-certified startup and warranty activation for the new condensers. 5. Demolition & Disposal o Remove and legally dispose of the three (3) old condensers and associated waste.
