Renovation of a water / sewer project in Barnstable, Massachusetts. Completed plans call for the renovation of a water / sewer project.

The work generally consists of, but is not limited to, Comprehensive Upgrade of the Barnstable Water Pollution Control Facility. Nitrogen Removal and Headworks Upgrade CWSRF - Miscellaneous and Ornamental Iron Bids shall be received from prequalified contractors only. Contact Information: Amber E. The scheduling of the work under the Contract shall be performed by the Contractor in accordance with the requirements of this Section. For the development of the schedule, the cost loading of the schedule, monthly payment requisitions and project status reporting requirements shall be done using computerized Critical Path Method (CPM) scheduling. The CPM Schedule shall be cost loaded based on the schedule of values in accordance with Section 01370. The CPM schedule and all reports should be prepared with Primavera P3 software. CPM, as used by this section, shall be as generally outlined in the Association of General Contractors (AGC) publication, "The Use of CPM in Construction" except that either "i-j" arrow diagrams or precedence diagramming format may be used. In case of conflicts between this section and the AGC document, this specification shall govern. The schedule shall be as stated in the General Conditions of the Construction Contract and as specified herein. B. Inclement Weather. The construction schedule shall include at least 5 lost working days per year on the CPM schedule's critical path due to inclement weather. C. Float time. Total float time is the period of time measured by the number of days for each non-critical path activity, and succeeding activities, before becoming part of the critical path. The float time in the schedule belongs to the project. As such, liability for delay of the project completion date rests with the party actually causing delay to the project completion date. For example, if Party A uses some, but not all of the float time and Party B later uses the remainder of the float time as well as additional time beyond the float time, Party B shall be liable for the costs associated with the time that represents a delay to the project's completion date. Change orders take up float time as soon as they are identified. No extensions will be granted for change orders unless they are shown to be on the critical path and cause of an extension of the completion date. Work Included: The Contractor shall be solely responsible for initiating, maintaining and supervising all safety precautions and programs in connection with the work, as outlined herein and in the General and Special Conditions of the Contract Documents. Within 10 days after the effective date of the Agreement between Owner and Contractor, submit to the Engineer a Safety and Health Plan as specified herein. Refer to submittals section below. Contractor shall comply with all applicable Laws and Regulations related to the safety of persons or property, or for the protection of persons or property from damage, injury, illness, or loss; and shall erect and maintain all necessary safeguards for such safety and protection. Contractor shall designate a qualified and experienced safety representative (OSHA defined "Competent Person") at the site whose duties and responsibilities shall be the prevention of accidents and maintaining and supervising of safety precautions and programs, including a "Job Hazards Analysis". The Contractor shall be solely responsible to provide all labor, equipment, and utilities sufficient to ensure no construction noise, particulates, or odors, are allowed to accumulate to levels which adversely affect health or work in, or near the construction area. Content of Safety and Health Plan: Prepare complete safety and health plan in accordance with the requirements of CFR Title 29 Part 1926 - Safety and Health Regulations for Construction. Provide documentation that Contractor's hazardous communication program is up to date. Provide documentation that Contractor's safety training is up to date. Prepare a project specific Safety and Health Plan addressing construction safety and protection, including but not limited to excavations, fall protection, egress, as well as provisions for construction in hazardous environmental conditions, confined space entry, electrically-classified spaces, chemical storage/handling, biological hazards, etc., at the project site. Safety provisionsfor confined space entry shall follow the requirements of CFR Title 29 Part 1926, Subpart AA - Confined Spaces in Construction and will be incorporated into the Safety and Health Plan. The Owner has provided Table 1 at the end of this section listing confined space locations which may be encountered during the execution of this Contract. The Contractor is required to perform a site evaluation to identify all hazards and potential hazards in work areas whether included in Table 1 or not, prior to control of site. The Contractor shall be responsible for all aspects of construction site safety including development of appropriate confined space entry procedures. The plan shall include, but not necessarily be limited to, the following: Definitions Confined Space Evaluations Equipment Selection Confined Space Entry Training Documentation Permit Required Confined Space Entry Requirements Testing (Monitoring) and Ventilation Confined Space Entry Permit Form Rescue and Emergency Procedures Emergency Contact Information The Contractor shall inform the Owner and Engineer's representative whenever work will be performed in a confined space and the permit space program that the Contractor will follow. The Contractor shall inform the Owner and Engineer's representative of any hazards confronted or created during entry operations, either through a briefing or during the entry operation. The Contractor will coordinate entry operations with the Owner when both Owner personnel and Contractor personnel will be working in or near permit spaces. The Owner, Engineer, their representatives, independent testing laboratories and government agencies, when inspecting the site, shall be supplied by the Contractor proper safety equipment when entry into a confined space is required.
