**As of June 23rd,2025, this project has not yet been awarded. The project is expected to be awarded on June 24th, 2025.** HMA Milling, 3 inches or Less, 135,760 square yards. Hot Mix Asphalt 9.5M64 Surface Course, 2 inches Thick, 16.380 All bidders must submit with their bid a copy of their New Jersey Business Registration Certificate. Failure to submit proof of registration will disqualify the bid. Bidders are encouraged to mail in your bid responses inatimely manner via USPS, UPS and FedEx, etc. If they must be hand- delivered, potential bidders may contact the Office of the Town Clerk (908-789- 4030, ext. 4032, or townclerk@westfieldnj.gov) to arrange a drop off at Westfield Municipal Building, 425 East Broad Street, West, Westfield, New Jersey 07090. TIME OF COMPLETION The Contractor shall be given one hundred twenty (120) calendar days to complete the project. All contractors are hereby being alerted that, as far as all work called for under the Plans and Specifications is concerned, time is of the essence. Please be advised that all work associated with this contract must be completed no later than October 22, 2025. Proposals shall be in writing on the forms furnished and must be delivered at the place and before the hour above mentioned, and must be accompanied by a certified check or bid bond payable to the Town of Westfield in an amount equal to at least ten percent (10%) of the base amount of the bid, but not less than $500.00 nor more than $20,000.00. (N.J.S.A. 40A:11-21) Each bid must also be accompanied by a Surety Company Certificate stating that said Surety company will provide the bidder with the required Performance bond in the full amount of the Contract (N.J.S.A. 40A:11-22), by a Non-Collusion Affidavit and a Contractor's Qualification Statement, Statement of Ownership, on the forms included in and explained in the contract documents. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 and must pay work-men the prevailing wage rates promulgated by the New Jersey State Department of Labor and Industry for this project, copies of which are on file in the Office of the Town Engineer. The Mayor and Council reserve the right to reject any bid, to waive any informality in any bid, and to award the Base and Alternate bids in combination or separately, if in the interest of the Town, it is deemed advisable to do so. Sealed bids must include one (1) PDF file of the bid on a flash drive/CD. As always, it is the bidder's responsibility to ensure that all bids are timely submitted in order to be received in the correct location by the time and date as specified. Bids received after the designated time and date will be returned un-opened. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
