Renovation of a detention facility in Tuscumbia, Alabama. Completed plans call for the renovation of a detention facility.
Determination of Prequalified General Contractors will be made not later than Monday, June 2, 2025. Each Contractor submitting a Statement of Qualifications will be notified by the Architect in writing of the final determination of Prequalified Bidders by the Awarding Authority. Any General Contractors that are not selected for bidding by the Awarding Authority may request an appeal in writing within five (5) working days of receipt of notification. The Contractor will be granted a hearing with the Colbert County Commission Chairperson and the Architect. The decision of the Awarding Authorit appeal committee will be final. The intent of the selection process is as follows: 1 .To comprise a limited list of qualified General Contractors; 2.To compile a limited list of bidders to encourage completion of the bid process; 3.To provide a sufficient number of General Contractors to ensure a competitive bid environment; and 4.To maximize participation of local material suppliers, subcontractors and labor. The selection of prequalified General Contractors will be based upon the Awarding Authority and the Architect review of responses received. Criteria for selection shall include, but are not limited to, the following: 1 .Proximity of the Contractors office to the project site; 2.Ability to utilize local material suppliers, subcontractors and labor; 3.Documented experience on a minimum of three (3) projects of similar size, scope and type construction; 4.Documented experience on similar detention facilities; 5.Relevant experience of key personnel; 6.Financial strength; /.Bonding capacity; and 8.Completeness and thoroughness of the qualifications submittal package. The following documents must be included in the submittal package to the Architect prior to the date and time indicated above: 1.Completed General Contractors Statement of Qualifications (Electronic version available from Architect). Attachments are encouraged if space on the form is inadequate; 2.List of potential subcontractors for the following major trades with documentation from each that demonstrates compliance with the Subcontractors Qualification criteria included in their respective Specification Sections: Plumbing, Mechanical, and Electrical; 3.Resumes of key personnel: Project manager and full-time field superintendent; 4.Any other pertinent data that would convey the General Contractors qualifications for the proposed work. Any required answers or responses will be issued by Addendum. Each Prequalified General Contractor will then be asked to submit a bid for the construction of the Renovations and Alterations for the Colbert County Detention Facility on the date and time listed in the first paragraph. Provided all of the bid requirements are met, the Awarding Authority will select the General Contractor that is the lowest responsive bidder for the award of the Construction Contract. A certified check or bid bond payable to the Colbert County Commission in an amount not less than five (5) percent of the amount of the Bid, but in no event more than $10,000, must accompany the bidders proposal. Performance and Payment Bonds and evidence of insurance required in the bid documents will be required at the signing of the Contract. Bids from Prequalified General Contactors must be submitted on Proposal Forms furnished by the Architect or copies thereof. All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Architect; the bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owners judgment, the best interests of the Owner will thereby be promoted.
