The City of Phoenix is seeking a qualified consultant team to provide Engineering services for the Phoenix Deer Valley Airport Taxiway C Strengthening and Reconstruction project. Services will include assessment, design, and possible construction administration and inspection. This project site is located at 702 W. Deer Valley Road. The estimated total construction cost for this project is $15 million. This project will utilize federal funds and is subject to the requirements of 49 Code of Federal Regulations Part 26 and the U.S. Department of Transportation DBE Program. Taxiway C is part of the south airfield of Phoenix Deer Valley Airport and parallels the south runway. The existing asphalt taxiway was initially constructed in 1986. The most recent mill and overlay was in 2015. The taxiway needs reconstructed and strengthened due to the increased traffic and aircraft size, along with the aging pavement. This work will also include upgrading the taxiway lights and signs using LED technology. Scope of Work Required services include geotechnical analysis and full design of the project and the potential for follow-on Construction Administration and Inspection services. The preferred design consultant shall have design experience in an active airport operations area to minimize impacts to City facilities, and airport operations, familiarity with FAA requirements and Advisory Circulars, and experience in coordinating projects with airport user groups. The design elements for the project shall include all elements to construct the project including, but not limited to the following scope: Project Mapping - provide design level topographic mapping sufficient for construction ready documents. Existing Condition and Site-Specific Parameters - conduct geotechnical investigations to support the design as needed in addition to confirming needed as-built information and existing utility locations. Taxiway Reconstruction - reconstruct Taxiway C from C1 to C15, upgrade lighting and signage using LED technology and provide striping as required. Utility Relocations - assess existing utilities and accommodate relocations and/or adjustments as required. Coordination with Adjacent Development Plans - confirm the design and layout for any accommodations needed for compatibility of the project with the current Taxiway C Connector project north of Taxiway C. Coordination with CMAR Contractor - City intends to deliver as a CMAR project. Design Services shall include, but are not limited to the following: Phasing construction with existing airport operations and funding constraints Compliance with applicable Maricopa County or City of Phoenix Building Codes Knowledge of and compliance with FAA Advisory Circulars Success in design of cost-efficient and expeditiously constructed solutions Understanding of state and federal funding limitations Design and prepare project plans and specifications Provide construction estimates, construction safety plans, and all required documentation to submit for FAA grant compliance Complete the Engineers Report required for FAA and AIP grant compliance Provide bid phase services for the eventual advertisement of construction for this project using the CMAR delivery method Assist with bidding and prepare all project addenda Utilize the City's web-based project management system, Unifier Possible Construction Administration and Inspection Services shall include, but are not limited to the following: Provide Construction Administration and Inspection Services per AIP and FAA grant requirements Review contractor shop drawings and submittals Review and approve monthly pay requests Schedule, conduct and provide documentation for regular progress meetings with client and funding agencies Respond to Requests for Information Verify compliance with contract documents Issue letter of substantial completion Review contractor's record drawings monthly and prepare final record drawings Prepare daily inspection reports for the project records detailing construction progress Punch-list development Conduct pre-final and final inspection Conduct warranty inspection Question Submission Deadline:June 13, 2025, 5:00pm Any questions related to the requirements of UNIFIER should be directed to the Project Manager. The method of Contractor Selection has not been Determined at this time.
