This scope of work contemplates contracting private wetlands ecology and management expertise to coordinate with CPW Managers and Technicians to effect wetlands management and wetland mitigation at RLSWA and RGSWA. The contractor will provide planning and monitoring functions that will direct CPW management actions, monitor and evaluate the effectiveness of CPW management actions, and adjust water and vegetation management plans to achieve CPW management goals. The Department may award to a single or multiple vendors capable of fulfilling the Agency's project needs. The Department reserves the right to add additional goods/services that would be seen as a natural extension of this procurement over the term of this award. This Request for Documented Quotes (DQ) is issued by the State of Colorado, Department of Natural Resources ("Department" or "DNR"), on behalf of the Colorado Parks and Wildlife (CPW). Colorado Parks and Wildlife (CPW) Area 17 staff manage Russell Lakes (RLSWA) and Rio Grande (RGSWA) State Wildlife Areas in the San Luis Valley (SLV), Colorado. Specifically, water and vegetation management, BOR (Bureau of Reclamation) irrigated acres reports, and spring migration waterfowl surveys, in addition to documentation of strategies on SWSP (Substitute Water Supply Plan) wetland units, Smith Tract and Units D and E. The need for the bulk of these services occurs during the 9 month field season (March-November), but this is a 5 year contract (FY26-30) to allow for planning and coordination throughout the winter months. The contractor will provide monthly site visits to monitor vegetation and wildlife species responses to CPW management actions. Planning and coordination meetings may occur throughout the year and may be called by the contractor, Lead District Wildlife Manager (DWM) or Assistant Area Wildlife Manager (AAWM). At a minimum, one planning and coordination meeting must occur February 1 to April 1 of each year. The Lead DWM and contractor will be responsible to determine the need of subsequent planning and coordination meetings during the field season and winter months. The Lead DWM, Wildlife Technician(s) and CPW temporary employees will conduct all management actions and communicate their work to the contractor. The contractor will have no role in performing management actions in the field, directing or supervising CPW staff activities at any time. Deviations from the plan and recommendations, must be approved by the AAWM.
