Site work for a water / sewer project in Point Pleasant Beach, New Jersey. Completed plans call for site work for a water / sewer project.

**As of August 13th, 2025, the project was awarded to Underground Utilities, Corp., with an awarded amount of $7,001,457.75.** The Bid generally consists of replacing approximately 14,500 LF of 8", 10" or 12" water main per asset management plan. The extent of replacement will be from the intersection of Ocean Avenue (Route 35) and Delaware Avenue, continuing onto Sea Avenue (Route 35), along Richmond Avenue (Route 35 southbound) and Cincinnati Avenue (Route 35 northbound), to the intersection of Richmond Avenue (Route 35 northbound) and Hawthorne Avenue (Route 35 northbound). Additionally, the Bid consists of replacement or reconnection of approximately 30 hydrants and 105 valves and replacing approximately 210 connections along Route 35. The Contract Documents will be furnished electronically via password protected e-mail at no cost to the prospective bidder. Hard copies of the bid documents will not be available or issued at this time. A bid must be accompanied by a Certificate of Consent Surety written by a surety company listed on the Federal Treasury List (Environmental Protection Department Circular 570 - Surety Companies Acceptable on Federal Bonds) as required by N.J.A.C 7:22-3.17 (g). The amount shall be for not less than ten (10%) percent of the amount of the bid or $20,000.00 maximum whichever is the lesser. The said Surety shall be bound to furnish Performance and Labor and Material and Maintenance Bonds, each in an amount equal to one hundred percent of the Contract Price. All bids shall be in conformity with N.J.A.C. 7:22-3.17f with a goal of not less than 10% participation of small business enterprises and controlled by socially and economically disadvantaged individuals (SED's). Further details regarding required SED participation is included in the Information for Bidders and the Supplemental General Conditions. This contract or subcontract is expected to be funded by in part with funds from the New Jersey Department of Environmental Protection and the New Jersey Environmental Infrastructure Trust. Neither the State of New Jersey, the New Jersey Environmental Infrastructure Trust nor any of their departments, agencies, or employees is, or will be a party to this contract or subcontract or any lower tier contractor or subcontract. This contract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10. In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a) 24 and 4.17(a) 24, the contractor (subcontractor) shall comply with all of the provisions of N.J.A.C. 7:22-9. The Borough reserves the right to waive any informalities or irregularities in the bid received, and to reject any and/or all bids as in its judgement may best serve the interest of the Borough. The Borough shall have a maximum of sixty (60) days from the receipt of bids to either accept or reject same. The contract will be awarded to the lowest responsible bidder in accordance with N.J.S.A. 40A.11-16(c). The Borough reserves the right to require a complete financial and experience statement from prospective Bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications or before awarding the contract. The successful bidder shall be required to comply with the following: A. The provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964, and the Davis-Bacon Federal Wage Requirements. B. Anti-Kickback Regulations under Section 2 of the Act of June 13, 1934, known as the Copeland Act. C. Affirmative Action requirements (P.L. 1975, C.127, N.J.S.A. 10:5-1 et seq.). D. Worker and Community Right to Know Act (N.J.S.A. 34:5A-1). The bid must be accompanied by a list of names and addresses of all stockholders owning 10 percent or more of the stock, all in accordance with Chapter 33 of the Laws of New Jersey, 1977 (N.J.S.A. 52:25-24.2). Copies of the bidder's Public Works Contractor Registration pursuant to P.L. 1999, C. 238 and the Business Registration Certificate pursuant to P.L. 2004, C. 57 must also be submitted with bid.
