Each proposal shall be accompanied by a certified check, cashier's check or surety bond for ten percent (10%) of the amount of the bid as a guarantee that, if selected, the bidder will enter into a contract to construct the Project in accordance with the plans and specifications. Any surety bond submitted in compliance with this requirement shall be executed by a surety company or companies holding a certificate of authority to transact surety business in Arizona issued by the director of the Department of Insurance pursuant to Arizona Revised Statutes Title 20, Chapter 2, Article 1; shall follow the form prescribed in Arizona Revised Statutes Section 34-201; and all liabilities on the bond shall be determined in accordance with that section as if it were copied at length therein. The City of Cottonwood will select a contractor based on the lowest responsible and responsive bid. In accordance with Arizona Revised Statutes Section 34-201(A) (4), the City reserves the right to waive informalities in any bid and to reject any or all bids in whole or in part with or without cause and/or to accept the bid that, in its judgment, will be in the best interest of the City. The City reserves the right to reject any conditional bid and will normally reject those which make it impossible to determine the intent of the bid. All bidders must fully understand the "all inclusive" nature of the City's work scope request and must therefore structure their bid to eliminate contingency pricing. Question Submission Deadline:June 16, 2025, 2:00pm Project Scope: The project will address the obstruction to the Part 77 Primary and Transitional Surfaces. The existing segmented circle and primary windsock will be demolished, and a new relocated segmented circle and primary windsock will be constructed and oriented to match the Runway ’14-32’ traffic pattern. The proposed location maximizes visibility and is central to the runway and aligns with Airpark Way to avoid visual obstructions of nearing buildings northeast of S Airpark Road. New conduit and wiring will be installed to power a new LED primary windsock.
