Site work for a water / sewer project in Deland, Florida. Conceptual plans call for site work for a water / sewer project.

The County of Volusia is seeking the services of professional consultants to design, permit and provide environmental oversight and compliance with turtle monitoring and relocation, bid administration, and construction administration services for the dredging and on-beach placement of material located within the flood shoals outside of the navigation channels of Ponce De Leon Inlet and the Intracoastal Waterway along with any potential infrastructure improvements related to harvesting, transporting, or ultimate on-beach placement efficiency. A Ponce de Leon Inlet and Flood Shoal investigative report was performed in 2024/2025 that included collection and analysis of a bathymetric and topographic survey and geotechnical data to identify the horizontal and vertical limits of beach quality sand that could potentially serve as borrow material for on-beach placement, resulting in approximately 1.7 million cubic yards of potential material. This report can be found in Exhibit A. Initial placement of the sand will be in areas not served by the 2025 North Sand Placement Project or the 2025 Rattlesnake Island Dredged Material Management Area Offloading project. This initial placement area would span from approximately Sunglow Pier in Daytona Beach Shores north to Ormond Beach at approximately 18 cubic yards per linear foot of shoreline. The County has not determined at this time the location where the remaining sand will be placed or the profile at which the remaining sand will be placed. The County has not determined the placement mechanism (truck haul and/or hydraulicly pumped and placed) for this sand placement project(s). The awarded firm shall comply with any agreements with Florida Inland Navigational District (FIND) and the Florida Department of Environmental Protection (FDEP). Respondents shall note there is an urgency to have this sand placed on the beach as soon as possible. Question Deadline 06/12/2025 at 11:59 PM ET. Any Proposal in response to this RSQ shall be valid through July 3, 2026. At the end of this time the proposal may be withdrawn at the written request of the Respondent if no award has been made. If the Proposal is not withdrawn at that time it remains in effect until an award is made or the solicitation is canceled regardless of the status of the proposal bond. The County reserves the right to request an extension of the proposals if a Contract has not been executed by July 3, 2026. The County reserves the right to require any Respondent to demonstrate to the satisfaction of the County that the Respondent has the fiscal and managerial abilities to properly furnish the services proposed and required to fulfill the requirements of the RSQ. The demonstration must satisfy the County and the County shall be the sole judge of compliance. The County reserves the right to accept or reject any or all proposals received as a result of this Solicitation, or to negotiate separately with competing Respondents, and to waive any informalities, defects, or irregularities in any proposal, or to accept that proposal or proposals, which in the judgment of the proper officials, is in the best interest of the County.
