The Southern Nevada Water Authority (Authority) is soliciting proposals from qualified and interested firms for Construction Manager at Risk (CMAR) services to provide pre-construction and construction services for the AMSWTF Flocculation Area Rehabilitation Project, located in the City of Las Vegas and Clark County, Nevada. Question Deadline 06/17/2025 at 12:00 PM PT Online Portal The Owner is pursuing the Alfred Merritt Smith Water Treatment Facility (AMSWTF) Flocculation Area Rehabilitation (PROGRAM) which will address system reliability, redundancy, and improvements to the water treatment facility that treats water from the Colorado River System. AMSWTF was originally constructed in 1971 and went through two subsequent expansion projects. It has a current capacity of 600 million gallons per day (mgd) established by the 1998 Plant Improvements P11 Expansion project. The P11 project was the last significant upgrade in the flocculation area of the plant. The majority of assets in the flocculation process area date back to 1998 and in some cases back to 1978.The PROGRAM consists of rehabilitation of the flocculation area of the plant, including the mixing chamber area inlet/outlet gates, flash/rapid mixing equipment, flocculators, and associated electrical equipment based on the Asset Condition Assessment Report (ACAR) drafted in January 2025 by Carollo Engineers. The PROGRAM is currently completing 30% design plans and will be moving forward with detailed design. The PROGRAM is isolated to the AMSWTF flocculation area. The flocculation process at the plant includes an aeration channel that is separated from a mixing chamber by two isolation valves. From there the process continues with flash and rapid mixing, a flow splitter structure that routes flow to flocculation inlet gates, and several stages of flocculation mixing before going through effluent gates into the filter influent channel. There is no existing bypass or redundant flocculation basin at this facility. Maintaining operational capacity is critical to this project. The PROGRAM will consist of the following major components: Aeration Channel and Mixing Chamber: o Removal and Replacement of Flash Mixers and Rapid Mixers. o Rehabilitation/Replacement of Mixing Chamber Weir Gates and their Actuators o Remove and Replace Local Control Panels (LCP) and flexible conduits for the Mixing Chamber, Actuators and Disconnect Switches. o Remove and Replace Level Sensors/Transmitters (LIT) for Mixing Chamber 1 & 2. o Rehabilitation/Replacement of Rectangular Butterfly Valves and Actuators. o Remove and replace Caulk and Backer Rod in all joints and seams.
