Proposals must be enclosed in sealed envelopes bearing the name and address of the Bidder, and the name of the Work on the outside; addressed to Mayor and Council, Borough of North Plainfield; and must be accompanied by a statement of Consent of Surety from a surety company authorized to do business in the State of New Jersey and acceptable to the Borough; and either a Bid Bond or a Certified Check drawn to the order of Borough of North Plainfield for not less than ten percent (10%) of the amount bid, except that the check need not exceed $20,000.00. The Borough reserves the right to require a complete financial and experience statement from prospective Bidders showing that they have satisfactorily completed work of the nature required before awarding the Contract The Borough reserves the right to reject any or all Bids or to waive any informality where such informality is not detrimental to the best interest of the Borough. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications. All Bids shall be binding upon the Bidder for a period of 60 days subsequent to the opening of Bids. Every request for such interpretation should be in writing addressed to the Engineer at the address given in the Notice to Bidders (Advertisement) and to be given consideration must be received at least seven (7) business days prior to the date fixed for the opening of Bids.
