Site work and paving for a civil project in Hammond, Louisiana. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

**As of July 09, 2025, this project has not yet been awarded. A timeline for the award has not yet been established.** Installation of sub-surface drainage improvements at 2 locations within the corporate limits of Hammond, including about 1,570 LF of storm drain pipes (8"/12"to 18" diameter), 26 EA catch basins; removal/replacement of about 220 SY of 6"th PCC driveways and 8"th PCC street pavements, 1900 SY of slab-sod; and related work including limestone (70 TN), imported backfill (300 CY); pavement sawcut (350 LF); excavation of Type I ditches (100 LF); construction/traffic signage; miscellaneous sitework & erosion control; and related work as called for on the drawings, indicated on the Bid Form, or reasonably implied. Contract Term: 120 calendar days. Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form. Bid security shall be furnished in accordance with the Instructions to Bidders. All BIDS must be made on the required BID form. All blank spaces for BID prices must be filled in, in ink or typewritten, and the BID form must be fully completed and executed when submitted. Only one copy of the BID form is required. Each BID must be accompanied by a BID bond payable to the OWNER for five percent (5%) of the total amount ofthe BID. As soon as the BID prices have been compared, the OWNER will return the BONDS of all except the three lowest responsible BIDDERS. When the Agreement is executed the bonds of the two remaining unsuccessful BIDDERS will be returned. The BID BOND of the successful BIDDER will be retained until the payment BOND and performance BOND have been executed and approved, after which it will be returned. A certified check may be used in lieu of a BID BOND. A performance BOND and a payment BOND each in the amount of one-hundred percent (100%) of the CONTRACT PRICE, with a corporate surety approved by the OWNER, will be required for the faithful performance of the contract. Attorneys-in-fact who sign BID BONDS or payment BONDS and performance BONDS must file with each BOND a certified and effective dated copy of their power of attorney. Liquidated damages for failure to timely attain a Milestone, Substantial Completion, or completion of the Work in readiness for final payment shall be Five-hundred dollars ($500.00) per calendar day, are set forth in the Agreement. Event Bid Description: Each BID must be submitted in a sealed envelope, addressed to "City of Hammond" at Post Office Box 2788; Hammond, LA 70404. Each sealed envelope containing a BID must be plainly marked on the outside as "BID for Miscellaneous Drainage Improvements [FY 2025]" and the envelope should bear on the outside the BIDDER'S name, address, and license number if applicable, and the name of the project for which the BID is submitted. If forwarded by mail, the sealed envelope containing the BID must be enclosed in another envelope addressed to the OWNER at Post Office Box 2788; Hammond, LA 70404. Doc note: Bidding Documents may also be examined at the Office of the Mayor, City of Hammond; 310 East Charles Street; Hammond, LA 70401. Printed copies of the Bidding Documents shall be obtained from the Issuing Office during the hours indicated above upon payment of a deposit of $100.00 for each set. Bidders who return full sets of the Bidding Documents in good condition (suitable for re-use) within ten (10) days after receipt of Bids (June 29, 2025) will receive a full refund ($100.00). Non-Bidders, and Bidders who obtain more than one set of the Bidding Documents, will receive a refund of $50.00 for documents returned in good condition within the time limit indicated above. Checks for Bidding Documents shall be payable to "Spangler Engineering, LLC". Upon request and receipt of the document deposit indicated above the issuing Office will transmit the Bidding Documents via delivery service. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. The OWNER reserves the right to reject any BID if the evidence submitted by, or investigation of, such BIDDER fails to satisfy the OWNER that such BIDDER is properly qualified to carry out the obligations of the Agreement and to complete the WORK contemplated therein.
