The City of Modesto (City) is soliciting Request for Proposals / Request for Qualifications (RFP / RFQ) for the Joint 2025 Urban Water Management Plan (UWMP) & Update of the City's Water Conservation Plan (WCP). The purpose of the project is to prepare a Joint 2025 Urban Water Management Plan (UWMP) for the City and Modesto Irrigation District. Also to update the City's Water Conservation Plan (WCP). The City was first incorporated in 1870 and operates as a Charter City. The City encompasses approximately 42 square miles in Stanislaus County and serves a population of about 240,000. The Modesto Irrigation District (MID) was established in 1887 and provides irrigation water to approximately 2,300 irrigation customers covering about 60,000 acres of farmland. MID also treats raw surface water for delivery to the City. The City of Modesto is MID's only urban water customer. MIDs water source is the Tuolumne River which flows into and through Lake Don Pedro into the La Grange Diversion dam where water is diverted to the Modesto Reservoir through the Upper Main Canal system. Currently, the City receives its water supply from two sources; groundwater and treated surface water from MID. Groundwater was the City's only domestic supply source until 1995. In the early 1990's, the City and MID formed a partnership to utilize MID surface water rights for municipal uses. The Modesto Regional Water Treatment Plant (MRWTP) is the result of this partnership. The MRWTP Phase 1 was completed in January 1995 and consists of a 30 million gallon-per-day (mgd) treatment plant and the City could receive up to 85 mgd with the transmission pipe connected to the City of Modesto. The MRWTP delivers treated surface water to municipal customers within the City's water service area, north of the Tuolumne River, which is the southern boundary of the MID service area. The communities of Salida and Empire are contiguous to the City and are interconnected to the City's water distribution system. The City also serves municipal customers south of the Tuolumne River in South Modesto and portions of the City of Ceres, which lies within the Turlock Irrigation District (TID) service area. Customers in South Modesto rely on groundwater supplies from wells south of the river and also supply from north of the river via river-crossing pipelines. The communities of Del Rio, Grayson, and two small portions of the City of Turlock are also served solely by groundwater sources. A third small system in Turlock currently utilizes groundwater supply provided by the City of Turlock. The City also acquired the former Del Este Water Company in 1995, and as a result, the City not only provides water service to the areas within the City limits but is also the retail water purveyor to the communities of Del Rio, Empire, Grayson, Salida, Ceres (Walnut Manor), and parts of the cities of Ceres and Turlock. The City also provides water service to other unincorporated contiguous County neighborhoods located within and adjacent to the City's General Plan Area. In 2005, the City and MID approved the 'Amended and Restated Treatment and Delivery Agreement' which set forth the MRWTP Phase 2 Expansion project that was completed in 2015 and has capacity for an additional 30 mgd of treated surface water for a total supply to the City of up to 60 mgd in future years. Since MID is a wholesale water provider to the City, an UWMP is also required by MID in terms of treated surface water delivered to the City. The Joint UWMP will serve as the complete 2025 UWMP for both the City and MID. In July 2015, the City of Waterford purchased from the City the water systems in Waterford and Hickman and, as a result, Modesto no longer owns, operates, nor manages these systems and their associated water supplies. The City of Modesto is also currently working with the State, County, and the Riverdale Park Tract Community Services District to consolidate the Riverdale water system that serves about 175 parcels. The City expects to serve this community by Fiscal Year 25/26. The City and MID are part of a multi-agency Groundwater Sustainability Agency (GSA) charged to develop a Groundwater Sustainability Plan (GSP) for the Modesto groundwater sub-basin, which has subsequently approved by DWR in early 2025 the Modesto sub-basin GSP has been approved. The City is also a partner in a multi-agency GSA joint power authority (JPA) for the Turlock sub-basin, and the associated GSP for the Turlock sub-basin has also been approved. Additionally, the City's Grayson water system is part of a third GSA for which a GSP has been submitted to the State. The City can produce up to 15 mgd of tertiary treated wastewater at its Regional Water Recycling Facility - Jennings Campus located along the San Joaquin River. The tertiary treated water from this facility is delivered under an agreement to the Del Puerto Water District for agricultural uses and environmental benefit and is not utilized as a conservation measure within Modesto's service area.
