The City of Tempe is inviting your firm to submit a Statement of Qualifications for providing Professional Services for Bicycle and Pedestrian Improvements - Kyrene Road/Roosevelt Street/Farmer Avenue. The project will improve the existing bike and pedestrian corridor from University Drive to Baseline Road. Further, the project will also construct ADA improvements, landscape and crossing enhancements, new bike lanes, ADA directional ramps, rest nodes, a new signal at Baseline Road, and lighting. The alignment of the project includes Farmer Avenue from University Drive to 13th Street, 13th Street from Farmer Avenue to Roosevelt Street, Roosevelt Street from 13th Street to Dwight Park, Manhatton Drive from Dwight Park to Kyrene Road, and Kyrene Road from Manhatton Drive to Baseline Road. Feature destinations such as Almeda Drive streetscape, Western Canal, Clark Park, and Kiwanis Park will be connected along the route. This north-south route will provide a low-stress linkage from Downtown Tempe, ~3.5 miles south to Kiwanis Park. The project is currently in the design phase. This RFQ is intended to select a Construction Management (CM) services firm who will oversee the future construction activities. The scope is described in greater detail within the next section. The City of Tempe is required to comply with The Arizona Department of Transportations (ADOT) established Disadvantaged Business Enterprise (DBE) program. Prime consultant and all subconsultants, including DBEs, must be registered in AZ UTRACS. Proposers may verify that their firm and each subconsultant is registered using the AZ UTRACS website. Please direct any questions to the City of Tempe Engineering Division, at consultant_support@tempe.gov SCOPE OF WORK The selected CM firm will be responsible for inspecting improvements made to the bike and pedestrian corridor described above. Acting as the City's agent in the field, the CM firm will ensure that construction activities are properly coordinated with City operations and community events. Through regular onsite inspections, the CM firm will verify that the quality and details of the project are constructed as defined in the project's plans and specifications. Additional areas of responsibility will include overseeing coordination among multiple regulatory agencies and permitting authorities; proactively supporting the outreach process to City residents and other stakeholders; administering construction contracts, and communicating any corrective actions needed to address construction performance. The CM firm will also be responsible for managing project budget(s), schedule(s) of performance, scope(s) of work, and daily communication with City staff. It is anticipated that the CM firm's project manager will visit the site daily during construction, conduct and attend project-related meetings, prepare progress reports, and serve as "de facto" City-designated project manager. The design has been completed. Invitation for Bids should be out late July and start of construction approximately 8 to 10 weeks after. The estimated construction duration is about 150 days, or 7 months. However, procurement of equipment for power supplies and such are seeing extended lead times, up to 12 months, which could cause delays or extensions,
