Renovation of a mixed-use development in Gainesville, Florida. Completed plans call for the renovation of a medical facility.
The Department of Veteran Affairs (VA), Veterans Integrated Service Network (VISN) 8, North Florida / South Georgia Veterans System, Network Contracting Office 8 (NCO8) has a requirement for construction services for project titled Renovate Common Area Restrooms. This project will renovate, as required, the existing public restrooms throughout the Basement and First Floor of Building 1, E-Wing and ACA, as well as the First Floor of Building 12 at the Malcom Randall VA Medical Center in Gainesville, FL. Contractor period of performance shall be 730 calendar days after the Notice to Proceed (NTP). Project Title: Renovate Common Area Restrooms (Bid-Build Services) Project Location: Malcom Randall VA Medical Center, Gainesville, FL IAW VAAR 836.204(f)(2) the magnitude of construction VA project is: between $2,000,000 and $5,000,000. NAICS: 236220 - Commercial and Institutional Building Construction. Size limitation is $45 Million. Service Code: Z2DA - Repair or Alteration of Hospitals and Infirmaries. Project Description: The selected contractor shall provide all management, supervision, labor, material necessary to renovate the existing public restrooms throughout the Basement and First Floor of Building 1, E-Wing and ACA, as well as the First Floor of Building 12. THIS ACQUISITION IS SET-ASIDE 100% FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) ONLY, UNDER THE AUTHORITY OF 38 U.S.C. PART 74. ANY PERSON(S) OR BUSINESS ENTITY SUSPECTED OF MISREPRESENTATION FOR THE PURPOSE OF THE SECURING A GOVERNMENT CONTRACT MAY BE CRIMINALLY INVESTIGATED AND PROSECUTED FOR FRAUD AGAINST THE UNITED STATES GOVERNMENT. Offerors must be registered in SAM (www.sam.gov) and VISIBLE/CERTIFIED in SBA VetCert (https://veterans.certify.sba.gov) at the time of offer submission and prior to award to be considered an eligible SDVOSB concern. SITE VISIT: An organized site visit has been scheduled. Refer to FAR 52.236-27 SITE VISIT (CONSTRUCTION) (FEB 1995) Alternate I (FEB 1995) for location, date, and time details. The Malcom Randall VA Medical Center is a smoke free facility. All Offeror must comply with all solicitation terms and conditions. Please refer to solicitation 36C24825R0119 package for further requirements. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Contractor shall develop a Critical Path Method (CPM) plan and schedule demonstrating fulfillment of the contract requirements (Project Schedule), and shall keep the Project Schedule up-to-date in accordance with the requirements of this section and shall utilize the plan for scheduling, coordinating and monitoring work under this contract (including all activities of subcontractors, equipment vendors and suppliers). Conventional Critical Path Method (CPM) technique shall be utilized to satisfy both time and cost applications. A. This specification defines the general requirements and procedures for submittals. A submittal is information submitted for VA review to establish compliance with the contract documents. B. Detailed submittal requirements are found in the technical sections of the contract specifications. The Contracting Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective technical specifications at no additional cost to the government. C. VA approval of a submittal does not relieve the Contractor of the responsibility for any error which may exist. The Contractor is responsible for fully complying with all contract requirements and the satisfactory construction of all work, including the need to check, confirm, and coordinate the work of all subcontractors for the project. Non-compliant material incorporated in the work will be removed and replaced at the Contractor's expense. A. This section specifies the requirements for the management of nonhazardous building construction and demolition waste. B. Waste disposal in landfills shall be minimized to the greatest extent possible. Of the inevitable waste that is generated, as much of the waste material as economically feasible shall be salvaged, recycled or reused. C. Contractor shall use all reasonable means to divert construction and demolition waste from landfills and incinerators, and facilitate their salvage and recycle not limited to the following: D. Waste Management Plan development and implementation. E. Techniques to minimize waste generation. F. Sorting and separating of waste materials. G. Salvage of existing materials and items for reuse or resale. H. Recycling of materials that cannot be reused or sold. I. At a minimum the following waste categories shall be diverted from landfills: 1. Soil. 2. Inerts (eg, concrete, masonry and asphalt). 3. Clean dimensional wood and palette wood. 4. Green waste (biodegradable landscaping materials). 5. Engineered wood products (plywood, particle board and I-joists, etc). 6. Metal products (eg, steel, wire, beverage containers, copper, etc). 7. Sheathings 8. Cardboard, paper and packaging. 9. Bitumen roofing materials. 10. Plastics (eg, ABS, PVC). 11. Carpet and/or pad. 12. Gypsum board. 13. Insulation. 14. Paint. 15. Fluorescent lamps.
