The Brockton Housing Authority is soliciting sealed bids from qualified persons, firms of corporations to provide on call painting services at vacated units in various federal and state properties. The term of the contract shall be for three (3) years with the ability to renew the contract for two (2) additional years in one (1) year increments. All bids for this project are subject to the applicable public bidding laws of Massachusetts, including M.G.L. c. 149 Sections 44A through 44J, as well as provisions outlined in the Department of Housing and Urban Development (HUD) handbook 7460.8 REV 2 which conforms 24 CFR Part 85. The contract must adhere to federal, state and local regulations, including compliance with Massachusetts prevailing wage laws and the Davis-Bacon Act. All Bidders must be DCAMM certified for projects valued over $150,000.00. All response shall be accompanied by a copy of a Certificate of Eligibility issued by the Division of Capital Asset Management and Maintenance (DCAMM) and a Contractor Update Statement. The Contractor Update Statement is not a public record as defined in M.G.L. c. 4 s. 7 and will not be opened to public inspection. Prime Certification shall be in the following categories of work: PAINTING. Each bid must be accompanied by a bid deposit in the amount of five percent (5%) of the total amount of the bid, including any alternates. Such deposit shall be in the form of a Certified, Treasurer's or Cashier's check made payable to the Brockton Housing Authority, or a Bid Bond in a form satisfactory to the Brockton Housing Authority with a surety company qualified to do business in the Commonwealth of Massachusetts and satisfactory to the Brockton Housing Authority. The return of Deposits will be in accordance with the provisions of the applicable Massachusetts General Laws. The last day for written questions is Monday August 4, 2025. Reponses will be emailed to all Bidders on Record no later than Thursday, August 7, 2025. Attention is directed to the minimum wage rates to be paid as determined by the Executive Office of Labor and Workforce Development, Department of Labor Standards under provisions of M.G.L. c. 149, Section 26 to 27 H inclusive, and the Davis-Bacon and Related Acts (DBRA). These rates shall be updated annually. No adjustments in compensation shall be permitted as a result of any changes in applicable rates. The schedules of wage rates applicable to this contract are included in the bid document. Additionally, the prevailing wage schedule will be updated annually for all public construction projects lasting longer than one year for State projects. You will be required to pay the rates set out in any updated prevailing wage schedule. Increases in prevailing wage schedules will not be the basis for change order requests . Brockton Housing Authority is interested in awarding multiple contracts for this service. The contract will be awarded to the two (2) most responsible and eligible bidder offering the lowest price for the services specified in this Invitation for Bids. The Brockton Housing Authority reserves all rights as to treatment of bids, including the right to waive any informalities in, or reject any and all bids if deemed to be in it's the best interest. Bidders agree that their bids shall be made good and may not be withdrawn for a period of thirty (30) days, Saturdays, Sundays and legal holidays excluded after the opening of Bids. The Brockton Housing Authority reserves the right to reject bids that are incomplete, not properly endorsed or signed or otherwise contrary to these instructions as being informal. Conditional bids will not be accepted.
