Site work for a mixed-use development in Ventura, California. Conceptual plans call for site work for a parking garage; restaurant; retail development; and sidewalk / parking lot.

Introduction The City of Ventura (City) is seeking submittals of qualifications from developers to design, finance, construct, and operate a community minded, high quality, marketable waterfront project, parking structure, and related amenities. Through this request for qualifications, the City seeks to identify a highly-qualified, financially-capable development team to potentially enter into a long-term ground lease with the City and perform the necessary services to develop and operate the facilities. Following a review of qualifications submitted by interested development teams, stakeholders within the City plan to interview those respondents it determines are best-suited to successfully develop and operate the waterfront project. Pending City Council Approval, the City ultimately anticipates entering into an Exclusive Negotiating Agreement/Letter of Intent ("ENA" or "LOI") with the selected development team, and then executing a Development Agreement ("DA") and ground lease for the project. Goals of Request for Qualifications The City of Ventura (City) is seeking to identify a qualified developer to develop a waterfront project (with related amenities) and parking structure with active ground floor uses in downtown Ventura. The proposed project site is located just south of the California Plaza and Crowne Plaza hotel. An existing dilapidated parking structure and surface parking are currently located on the site which will need to be demolished and redeveloped with at least 350 spaces for public use. Harbor Structure Development Perimeters: Questions: All questions regarding this Request for Qualifications (RFQ) shall be submitted via email to Nicole Supan, Purchasing Supervisor, at nsupan@cityofventura.ca.gov PRIOR to Friday, May 2, 2025, at 2:00 PM. Any questions submitted after the deadline shall be rejected. Sealed will be received at the Purchasing and Contracts Division. One (1) hard copy bearing signatures delivered in a SEALED envelope and one (1) PDF electronic copy sent via email to the Purchasing Representative must be submitted. Sealed Responses to Request for Qualifications shall be delivered by courier, express mail, or in person to: Purchasing & Contracts Division City of San Buenaventura 501 Poli Street, Room 102 Ventura, CA 93001 If discrepancies are found between the hard copy and the PDF, the hard copy will provide the basis for resolving such discrepancies. If no document can be identified as the original, Response to Request for Qualifications may be rejected at the discretion of the City. No oral, telegraphic, electronic, facsimile, or telephonic Responses to Request for Qualifications or modifications will be considered in the absence of a hard copy sealed Response. Responses to Request for Qualifications received after the scheduled submittal deadline will be returned. Responses postmarked prior to submittal deadline, but received after the deadline, will be returned. The City reserves the right to reject any and all Responses to Request for Qualifications received. The method of Contractor Selection has not been Determined at this time.
