Question Deadline 07/18/2025 at 4:00 PM PT The City of Lompoc is located where California Hwy 1 and Hwy 246 meet: Fifty-five miles Northwest of Santa Barbara and ten miles Southeast of Vandenberg Air Force Base. Rolling hills surround the Lompoc Valley in the north, south, and east. The Pacific Ocean is 9 miles to the west. The Santa Ynez River (dry most of the year) runs east to west through the valley. A chaparral forest with sandy soil, named Burton Mesa, runs to the north. Lompoc weather is broadly defined as a cool Mediterranean climate that is typical to most coastal areas in Southern California. In Lompoc, the summers are short, comfortable, dry, and mostly clear and the winters are cold, wet, windy, and partly cloudy. Over the course of the year, the temperature typically varies from 40F to 72F and is rarely below 32F or above 82F. The City of Lompoc, CA is seeking qualified contractors to provide services for mold remediation and ceiling-tile replacement for Anderson Recreation Center. The selected contractor will be responsible for the removal of mold-damaged materials, ensuring a safe and compliant work environment, and replacing ceiling tiles with new, high-quality materials that conform to relevant standards. The objective is to remediate existing mold issues effectively while maintaining environmental safety and improving the aesthetics of the facilities. The City of Lompoc is requesting informal quotations from qualified, duly- licensed contractors for: Mold abatement in the rear storage rooms of the Anderson Recreation Center. Removal and replacement of all ceiling tiles in the gymnasium. Work must be completed within 45 calendar days after Notice-to-Proceed. Contractors may schedule the two tasks concurrently, but mold remediation must reach clearance before gym ceiling-tile installation begins. Mold Remediation The contractor shall adhere to the guidelines established by the Environmental Protection Agency (EPA) for mold remediation. All work must comply with the American Conference of Governmental Industrial Hygienists (ACGIH) and the Occupational Safety and Health Administration (OSHA) standards regarding exposure limits and safety protocols. The contractor must assess and document the extent of mold contamination in the affected areas. This includes: Visual inspection Air quality testing Surface sampling as required The contractor shall provide a written remediation plan that includes: Identification and description of the infected areas Recommended cleaning and removal methods Date and time for commencement and completion of the work All contaminated materials, including ceiling tiles, insulation, and other affected elements, must be properly removed, bagged, and disposed of in accordance with state and federal regulations. Contaminated storage rooms: reinstall sheathing with 5/8" exterior-grade AC plywood. All other affected areas: replace drywall with 5/8" mold & moisture-resistant gypsum board to match adjacent finish. Post-remediation testing must be conducted to confirm the effectiveness of the mold removal process, ensuring airborne spores are within acceptable limits set by the EPA. Ceiling-Tile Replacement Replacement ceiling tiles must meet the following specifications: Ceiling tiles shall be made of mold-resistant materials and have an ASTM E84 Class A rating. Tiles should provide sound attenuation and have a Noise Reduction Coefficient (NRC) of 0.70 or better. Tiles must be fire-rated in compliance with local building codes. The contractor shall prepare the work area by performing the necessary demolition of mold-affected areas prior to the installation of new ceiling tiles. Installation must be performed using industry best practices, ensuring proper alignment, secure fitting, and sealing of tiles. Service Requirements All work shall be performed by trained personnel who possess the necessary certifications in mold remediation and asbestos abatement, if applicable. The contractor must provide a work schedule upon contract award, detailing milestones for remediation and installation to ensure timely completion. The contractor is responsible for safeguarding the job site, including: Use of containment barriers to prevent cross-contamination Adherence to all safety protocols including Personal Protective Equipment (PPE) usage Daily progress reports must be submitted to the City project manager outlining the status of the work performed, including any challenges faced. The contractor is required to conduct a final walkthrough with the city representatives upon completion of the project for acceptance of work performed. Delivery Requirements All materials for mold remediation and ceiling-tile replacement must be delivered to the designated city facility location, as specified in the contract. Delivery of materials must be scheduled to coincide with the commencement of work, ensuring a seamless process without delays. Materials delivered must include documentation of compliance with all applicable regulations and standards, including product datasheets and safety data sheets (SDS). The contractor shall be responsible for handling all aspects of transportation, including unloading and proper storage of materials on-site.
