**As of August 4, 2025 Project no. 6356.00 Partner Project No. 23-418543.4 2,000 Gross Sf Single Story Annex (Stand Alone Building) to the Existing Watts Empowerment Community Center Will Provide Additional Recreational (Non Commercial) Studio Space for Music & Film Recording to Supplement the Current Activities Taking Place in the Community Center. HACLA issues this Invitation for Bids ("IFB") to secure bids from qualified contractors with experience constructing acoustical and/or technical infrastructure projectsto furnish all labor, materials, supplies, and equipment necessary for expansion of the Watts Empowerment Center (branded as the Watts Empowerment Center) at HACLA's Imperial Courts Public Housing Development at 2250 E. 114 th Street, Los Angeles, California 90059 to include a music and film studio (the "Work"), as summarized in the Scope of Work attached hereto as Exhibit A and which is described more thoroughly in the Drawings and Specifications provided under Part II of this IFB. Bidders must bid on all Work. Bidders are required to complete and submitthe form Schedule of Values(SOV) that is posted to RAMP with thisIFB. Partial bids and bids submitted without the completed SOV may be rejected as non-responsive. HACLA is procuring the Work using the Sealed Bidding procedures authorized by HACLA's Procurement Policy, and in compliance with 2 CFR at Part 200, particularly sections 200.318 through 200.327 (procurement standards). The Work will be paid for, in part, using proceeds awarded by the California Arts Council ("CAC"), which isthe subject of a Memorandum ofUnderstanding between HACLA and the City of Los Angeles ("City), as the Grantee and Pass-Through Administrator on behalf of the CAC by State General Fund Designated Funding Grant Project, Watts Empowerment Center Agreement No. CIP-2022-18. The Work will also be paid for by federal Community Development Block Grant ("CDBG") funds from Program Years PY48 (2022-23), PY49 (2023-24) and CDBG PY50 (2024-25), which were awarded to the City, and which are also the subject of a Memorandum of Understanding between the City and HACLA - Prevailing Wage / Davis-bacon Project - Whichever is Higher Each bidder must submit with its bid a bid guarantee equivalent to 5% of the bid price.1 The bid guarantee may be in the form of a certified check, bank draft, U.S. Government Bonds at par value, a bid bond secured by an acceptable surety company2 , or any other negotiable instrument acceptable to HACLA's Contracting Officer. If a surety bond is posted as Bid Security, the bond shall be issued by an admitted surety insurer that is listed on the most recently published U.S. Treasury Circular No.570, and the bond's expiration date shall not be less than 120 days after the scheduled date of bid opening. If the successful bidder refuses to sign the contract after award, the bid bond will be forfeited. Any bid submitted without the required bid guarantee may be rejected as non-responsive. The Contractor awarded the Contract will be required to post a Payment Bond to secure payment of all claims, demands, stop notices, mechanics liens, or charges of Material Suppliers, mechanics, or laborers employed by Contractor or by any subcontractor or any person, firm, or entity eligible to file a stop notice with respect to the Work. If the Contractor will perform Work on an as-needed, ongoing basis, the amount of the payment bond required to be posted is 100% of the value of the first year of the Contract, as determined by HACLA. If this is a design-build project, the amount of the payment bond required to be posted is 100% of the value of the construction portion of the Work. Otherwise, the payment bond amount will be 100% of the Contract award. Contractor is responsible for all related bond costs; Contractor will not be reimbursed for any bond costs. The bond shall be issued by an admitted surety insurer. The Contractor awarded the Contract will be required to post a Performance bond as a guarantee of the faithful performance of the requirements of this Contract in the amount of not less than onehundred percent (100%) of the contract award. Contractor is responsible for all related bond costs; Contractor will not be reimbursed for any bond costs. The bond shall be issued by an admitted surety insurer. Pursuant to California Public Contract Code section 22300, the Contractor may request that HACLA substitute a security in the amount of the performance retention. Deadline for Submission of Written Questions and Requests for Information. Any prospective bidder seeking an explanation or interpretation of this IFB may submit, in writing, questions and requests for information to the Contracts Administrator identified herein. Written questions must be received on or before May 27, 2025, at 5:00 p.m. (PST). If HACLA elects to respond to questions and requests for information, an Addendum will be posted to www.rampla.org (see Addenda paragraph in Part VI below). HACLA has the sole and absolute discretion to determine whether an addendum should be issued for this IFB. The projected time for completion is 365 days / one year. The work covered shall include the installation, testing, service and maintenance, of the following systems that utilize the transmission and/or transference of voice, sound, vision and digital for commercial, education, security and entertainment purposes for TV monitoring and surveillance, background foreground music, intercom and telephone interconnect, inventory control systems, microwave transmission, multi-media, multiplex, nurse call system, radio page, school intercom and sound, burglar alarms and low voltage master clock systems.
