The Town of Oakham Board of Selectmen requests sealed bids on materials to be used in State Aid Road Construction Work and General Town Road Maintenance Work for Fiscal 2026 MassDOT prequalification of contractors with the class of work as Highway Construction, for the projected work with an estimated value of $757,275.00. Selectmen reserve the right to waive any informalities, to reject any or all bids and to make awards in a manner deemed in the best interest of the Town. Items are based on projected work and seasonal requirements. The Town reserves the right to increase or decrease quantities required. All prices shall be fixed prices for the Fiscal Year 2026. All work materials shall conform to the requirements of the Massachusetts Bridges latest edition including all addenda. The work under this item shall conform to the relevant provisions of the Massachusetts Highway Department Standard Specifications and the following: The work under this item shall also include the furnishing and placement of leveling courses of top or binder material, as directed by the Town, prior to the placement of pavement overlay on existing pavements. The work under this item shall also include providing Class I Bituminous Concrete Pavement - Type I-1 top course material, dense binder course material and/or binder course material as directed by the Superintendent. Dense binder course material and binder course material shall be laid in one course to a maximum depth of three (3) inches. Vibratory compaction will be required when the single course thickness is greater than two (2) inches. Ten (10) ton to fourteen (14) ton static rollers or vibratory rollers having a minimum static weight of eight (8) tons shall be used for compaction as directed by the Town. As specified by the Superintendent monolithic berm laid with the paver shall be used when indicated. A job mix formula shall be submitted to the Town for approval for each type of bituminous concrete used on the project. Provisions shall be made at the mix plant for the weekly sampling of materials. Sampling container (1-gallon minimum), sampling tools, mailing boxes and labels shall be provided to the Town as directed. A Certificate of Compliance shall be provided for the Engineer for each shipment of bitumen to the mix plant Wage rates shall be in accordance with Labor and Industries of M.G.L. Ch.149 26-27H, inclusive. Work under this contract shall consist of the Contractor furnishing and applying liquid asphalt and treated stone on properly prepared bituminous streets. Bid quantities are approximate only; payment shall be for actual quantities applied to streets. Streets to be stone sealed shall be selected by the Contractor and the Director or Designee.
