The Department of Veterans Affairs (VA,) Office of Construction and Facilities Management (CFM,) located at 425 I ST NW Washington, D.C. 20001, is issuing a pre-solicitation notice for the National Cemetery of the Alleghanies Phase 3B Development Completion Project. This solicitation will be 100% set aside for Service-Disabled Veteran Owned Small Businesses under Solicitation Number 36C10F25B0002. The National Cemetery of the Alleghenies serves Veterans of the greater Pittsburgh metropolitan area, northwestern West Virginia, and southeastern Ohio for burial service to an estimated Veteran population of approximately 258,300. The purpose of this project is to enable the existing national cemetery to continue to provide burial services for eligible veterans in Washington County, Pennsylvania who has been served by this national cemetery since it opened in August 2005. This proposed development will correct previously Identified Punch List corrections plans and specifications prepared by the A/E of record. Per VAAR 836.204 Disclosure of the magnitude of construction projects, the estimated magnitude for this project is between $2,000,000 and $5,000,000. The North American Industry Classification System (NAICS) of 236220 (Commercial and Institutional Building Construction) with the size standard of $45 Million. CFM is considering conducting this acquisition as a Sealed Bid and award will be made in accordance with FAR Part 14, Sealed Bidding. This project will result in one firm fixed price contract. The approximate project duration will be 365 calendar days from the Notice to Proceed. This Pre-Solicitation notice is NOT a request for bids, offers or submittals of any kind. CFM plans to issue the solicitation on or about June 16, 2025, unless additional notice is given, or this notice is modified or cancelled. The solicitation will be formatted as an Invitation for Bid (IFB) in accordance with the FAR Part 14.4 and VAAR Part 814.1, Sealed Bidding. The Government intends on issuing the IFB solicitation via SAM.gov/ContractOpportunities. It is the Offeror's responsibility to actively monitor the sam.gov website for any amendments to the solicitation. Offeror's must be listed in the SBA VetCert at https://veterans.certify.sba.gov/ as an SDVOSB verified business, and be currently registered in the System for Award Management, www.sam.gov to be considered for award. The databases will be checked both upon receipt of an offer and prior to award; firms must be currently registered in the System for Award Management (SAM) database at www.sam.gov and have completed online Representations and Certifications prior to contract award. Bids received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed on Veteran Small Business Certification (sba.gov) prior to the due date for proposals and pending award. (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) Bidders must register as at the SAM.gov website for the solicitation. In order to receive e-mail notification of amendments, bidders must register at https://secure.login.gov/request_id=98e1f875-8f0d-4fac-a0fa-34cfb3df818b . Amendments to this solicitation will not be mailed but will be posted at the sam.gov website. Offerors are responsible for obtaining the solicitation from Contract Opportunities and must acknowledge all amendments to the solicitation.
