This Sources Sought notice is for information and planning purposes only; to gain knowledge of the marketplace that will inform acquisition decisions. It is not a solicitation announcement and is not to be construed as a commitment by the Government. The Government is not requesting offers or proposals now. After a review of the responses to this notice, a solicitation announcement may be issued. A response to this notice is not considered a reply to any future solicitation, nor is it a guarantee that a solicitation will be issued to respondents. The United States Department of Agriculture (USDA) Office of Operations (OO) is conducting this Sources Sought to identify interested and qualified Small Business Contractors who possess the capabilities and availability to propose on the subject project. A summary of the project details is provided below. SCOPE: Furnish all labor, material, equipment, tools, transportation, and supplies necessary to complete the work according to the contract terms, conditions, and attachments. Work includes but is not limited to: o Mobilization oContractor Staking o Excavation o Road Reconditioning o Roadway Reclamation o Asphalt Pulverizing o Aggregate and Fill Placement o Paving o Bollard Installation o Parking Lot Markings LOCATION: The Jamie L. Whitten Building (called Whitten for short) is located along the National Mall near the Smithsonian Metrorail stations on Independence Avenue. Lot #9 is a parking lot that is bound by a landscaped area known as the People's Garden to the north, the 12th Street to the east, the Whitten Building to the west, and the Independence Avenue to the south. MAGNITUDE OF CONSTRUCTION PROJECT: Government Cost Estimate, per FAR 36.204, is between $1 million to $5 million. PERFORMANCE PERIOD: The performance period is anticipated to be 180 days but is considered negotiable. TECHNICAL REQUIREMENTS OF POTENTIAL OFFERORS:Potential offerors must have successful experience in the repair of large sinkholes and asphalt/paving of parking lots, inclusive of the required experience and qualifications to navigate unique construction and permit efforts required by Washington Metro (WMATA) given the sinkholes' location.
