This is a Sources Sought Notice. The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Safety and Environmental Health Office (SEHO) has a requirement to procure and install a crosswalk traffic control device, in the form of a Rectangular Rapid Flash Beacon (RRFB) system. The USCG ALC currently has a RRFB system in place on State Road (SR) SR-1131, Consolidated Road, Pasquotank County, Elizabeth City, North Carolina. The current RRFB system is approximately fifteen (15) years old and the USCG ALC is looking to upgrade and replace the current system. SR-1131, Consolidated Road, is a two-lane paved roadway, approximately twenty-four (24) feet wide, with a posted speed limit of thirty-five (35) miles-per-hour (MPH). It is mostly utilized as an access road for local residents and for personnel accessing USCG Base Elizabeth City through the back gate. Consolidated Road is crossed by hundreds of pedestrians daily, accessing the USCG Heavy Maintenance Facility (HMF) from the parking lot on the opposite side of the road. The current crosswalk has existing painted crosswalk markings, with painted approach stop bars and stop here signage, as well as two (2) wireless interlinked RRFB systems operated by pedestrian pushbuttons. Currently, the roadway is on a dark stretch of road with some street and parking lot lighting, which cast shadows on the roadway, making it extremely difficult to see crossing pedestrians. At certain times of the year, the sun is low and directly aligned with the roadway, adding additional visual disruptions to the visibility of crossing pedestrians. Additional direct lighting and brighter RRFBs are needed for improving pedestrian visibility and increasing awareness to approaching motorists. Part of this effort would be to include an enhanced crosswalk lighting system to directly illuminate the crosswalk when pedestrians are crossing. The scope of work for this effort would include, but is not limited to: Removal and disposal of the current RRFB system, to include two (2) systems, ones on each side of the road. Current system includes pedestal, pole, flashing lightbar beacons, pushbutton activation, signage, solar panel array, and control cabinet. The control cabinet contains a mounting rack, solar controller, battery, timing (countdown) clock, transmitter/receiver with antenna assemblies, manual flasher switch, terminal blocks, various relays, wire harnesses, and control boards. Potential removal of existing foundation to allow for upgrade of pedestal. Some parts of this system may be salvaged, such as newly installed signage and pushbuttons. Procurement and installation of two (2) completed pedestrian activated RRFB crosswalk traffic control lighting systems, one (1) system on each side of the roadway, to include: High-vis, dual-sided, amber LED RRFBs. High efficiency LED overhead crosswalk lighting system luminaries, on a mast arm from the pole, or similar installation, to directly luminate the crosswalk. Activation pushbutton, touch type, with tone and LED; with option for infrared or similar touchless 'wave' activation button upgrade. Wireless signal and lighting controller to connect associated devices when activated. Solar-powered with high-capacity battery, solar regulator, and top of pole solar array/panel. Signage, to include: Yellow, diamond shape, pedestrian walk symbol warning sign, Manual on Uniform Traffic Control Devices (MUTCD) compliant W11-2. Yellow, horizontal rectangular, pointing arrow sign, MUTCD compliant W16-7P. White, instruction sign, for pushbutton to activate, MUTCD Compliant R10-25. Enclosure/control cabinet, keyed for North Carolina Department of Transportation (NCDOT) accessibility. National Electrical Manufacturers Association (NEMA) 3R environmental rating. Installation of Type III pedestal and foundation. Additional notes and requirements: Existing foundation shall be upgraded to the current standard for a Type III pedestal, in accordance with NCDOT Standard Drawings 1743.03 and 1743.04, to support the newly proposed equipment and addition of the luminaries. Ensure system complies with current MUTCD and system and panel to be certified to appropriate Underwriters Laboratories (UL) standards. Installer must be NCDOT approved to do work on North Carolina roadways. Any quotes shall be reviewed and approved by NCDOT. Any work must be in coordination with the updating of the NCDOT Permit for this effort through the local NCDOT division/district office/engineer. Responses should include the following: Name and address of contractor. CAGE Code. Point of contact including name, title, phone, and email address. Capability statement to include the estimated time of completion of the above requirements and standard warranty. State whether the business is currently classified as a large business or small business for NAICS code 238210. If classified as a small business, please specify all applicable small business concerns applicable. The NAICS code is 238210 and the small business size standard is $19M. Responses must be received no later than 20 June 2025 at 12:00 p.m. EST. This notice does not constitute a Request for Quotation (RFQ) or a Request for Proposal (RFP) and is not to be construed as one. Therefore, there will be no evaluation of responses to this Sources Sought Notice for award purposes. Respondents deemed fully qualified will be considered in any resulting future solicitation where quotes or proposals will be requested. There is no date set for a resulting solicitation or if a solicitation will be issued. All submitted materials will be designated for Government Use Only. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow up information requests.
