The following components should be addressed: public or private property for the facility, obtaining rezoning and special use permit for the property as required, designing and constructing the facility, public or private ownership of the facility, maintaining the facility and all related equipment, operating the facility, hauling the waste to a permitted landfill, and paying the tipping fee for disposal at a remote landfill. The transfer station shall be sized to handle all the projected City residential and commercial waste for the next 25 years. At a minimum the facility shall be large enough to handle the City's approximately 35,000 tons of non-commercial waste. It is estimated there is approximately 132,000 tons of commercial waste generated in the City that could be expected to be brought there. The Offeror may propose a larger facility to allow for additional waste to be processed there if it is privately operated. The facility is expected to receive waste Monday - Friday from 7:00 a.m. to 4:00 p.m. and 8:00 a.m. to 12:00 p.m. on Saturday. The City will consider plans for enhanced recycling as an alternative. 1. General description of how the facility will operate 2. Design tonnage and size of the proposed transfer station and support facilities. Calculations on how the facility is sized, including any factors to accommodate higher volumes of waste during peak periods. 3. Amount of solid waste that is generated outside the City that is planned to be processed through the facility, if any. 4. Schematic layout of all facilities including buffers and entrances to main roads. 5. Location and current zoning of the parcel on which the facility is proposed to be located. 6. Information concerning the structure of the offeror, including years in business, experience in the solid waste field, and resumes of key individuals involved in the project. 7. Detailed schedule of the project with major milestones. 8. Proposed hours of operation. 9. Contingency plans on how the facility will operate during emergency situations that result in service disruption or large amounts of debris. 10. Costs for service on a per ton basis for both a 5-year and 10-year contract term, proposed length of contract terms, any inflation factors and other anticipated or optional costs. 11. For a proposal that includes just constructing the necessary facilities for a Transfer Station to be operated by the City, include a per square foot cost estimate, site development costs, and any other major costs. This is the City of Lynchburg's (City) Request for Proposals (RFP) No. 2025-071 issued June 5, 2025. All requests for clarification of or questions regarding this RFP must be made in writing and be received by 2:00 PM on July 2, 2025. If you are proposing to construct and operate a transfer station the following is the term of contract: The term of the contract shall commence upon issuance of the Notice to Proceed and shall remain in effect for a period of five (5) years, or ten (10) years, depending on the terms of the accepted proposal. The contract shall have provisions for up to four (4) additional five-year terms, subject to mutual agreement between the parties. The total term of the contract, including all renewals, shall not exceed twenty-five (25) years from the commencement of active waste disposal. If you are only to proposing to construct a facility for Campbell County to operate, the term of contract will be a standard construction contract. The City reserves the right to accept or reject any or all proposals, to waive informalities, and to reissue any request for proposals and to award contracts to multiple Offerors. Any contract resulting from this Request for Proposal shall not be exclusive to the successful firm. The City reserves the right to contract with firms not party to the resultant contract forsimilar work if it determinesthis to be in their best interest.
