Bids will be opened online and referred to the Borough for Award. An abstract of the bids will be available to bidders on Online at the date and time that the bids are due. Attention of bidders is called to all of the requirements contained in the bid packages, (ie insurance and the E-Verify Public Works Employment Verification Act). Bids must include a certified check or bid bond, with a corporate surety authorized to do business in Pennsylvania as posted through in the amount of 10% of the bid. Performance and Payment Bonds in the amount of 100% of the contract shall be furnished by the successful bidder as detailed in the Instructions to Bidders. This project is being financed in part by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority through a PA Small Water and Sewer Program grant. The contractor shall comply with requirements of the grant agreement. The Bidder's attention is called to the fact that this project is assisted with federal funds, and various federal requirements apply as noted in the bid documents, including but not limited to equal opportunity provisions, Davis-Bacon and Related Acts, Build America Buy America Act, and Section 3 Final rule threshold requirements for contracts over $200,000 in HUD funds. The successful Bidder must ensure that employees, applicants for employment, suppliers who are qualified to perform the work are not discriminated against in any manner by reason of race, gender, creed, color, sexual orientation, gender identity or expression, or in violation of the Pennsylvania Human Relations Act and applicable federal laws. Responses will be posted on and notification sent to Bidders who have registered with and downloaded documents from Online. Collingdale Borough reserves the right to accept or reject any or all bids or portions of, to waive any informalities in bidding and to withhold award for a period of sixty days.
