Dakota County is seeking proposals from qualified contractors to provide recycling and waste hauler services for The Recycling Zone in Eagan. General Background This Request for Proposal (RFP) seeks a qualified Contractor to provide comprehensive recycling and solid waste hauling services for the Dakota County Recycling Zone (The Recycling Zone). The selected Contractor will manage, at a minimum, the Designated List of Recyclables as published on the Dakota County Website, and mixed municipal solid waste (MMSW) for a three-year term, with a two-year extension option. Services include transportation, delivery to licensed facilities or direct to a commodity market, and monthly performance tracking to optimize waste management and meet The Recycling Zone's changing needs. Dakota County has made a long-term commitment to protect public health and the environment by offering various options for residents and businesses to properly manage their hazardous waste and problem materials, as well as offer product reuse and recycling services. The County has been and intends to remain in compliance with Minn. Stat. 115A, the Minnesota Waste Management Act; Minn. Stat. 115A.552, Opportunity to Recycle; and Minn. Stat. 473.804, Household Hazardous Waste Management. The Recycling Zone facility is located at 3365 Dodd Road (S Hwy 149), Eagan, Minnesota. The facility is owned by Gopher Resource, LLC (Gopher Resource) and Dakota County contracts with Gopher Resource for operations. Gopher Resource historically contracted for the MMSW and recycling services, Dakota County now will oversee all contracted operations at The Recycling Zone. This includes direct oversight of all waste management contractors encompassing MMSW, recycling, scrap metal, hazardous waste, and problem materials. The County requests a proposal to provide the following Recycling and MMSW management services. The required services include, but are not limited to: o The collection, processing, and marketing of cardboard/mixed paper recyclables and mixed container recyclables from The Recycling Zone. Recyclables must include all items listed on the Designated List of Recyclables as published by the Department on the Dakota County website and the following: o Cardboard/mixed paper must include white/pastel paper, newspaper, boxboard, magazines, mixed mail, catalogs, phone books, wet strength cardboard and corrugated cardboard, soft-covered books, hard-covered books, and spiral bound notebooks o Mixed container must include metal cans, glass bottles and jars, plastic bottles and containers (plastic 1,2, & 5), aseptic packaging o The collection and management of MMSW from the The Recycling Zone to an appropriate permitted facility in compliance with Dakota County Solid Waste Ordinance 110. o Providing, maintaining, and managing dumpsters, compactor box, and other equipment as required for collection and storage of all contracted recyclable materials and waste streams. o A round receiver connection to the auger compactor box and commercial dumpsters with lock bars are requirements. o "Right-sizing" service levels to match need (changing the containers and/or service frequency) initially and when requested by the County with no fees for changing service including container size, number of containers needed, or collection frequency. o Provide one monthly itemized invoice and monthly reporting (by the 15th of every month).
