The City of Lakewood, Washington serves a population of 64,000 people and is the 22nd most populated city in the state. The city seeks Statement of Qualifications (SOQs) from qualified, interested and eligible firms for on-call Traffic Signal Programming consulting services. This RFP outlines the requirements and scope of work for providing traffic signal programming to optimize the flow of traffic as well as pedestrian and cyclist safety within the city. The selected vendor will be expected to program, monitor, and optimize traffic signal systems to ensure safe and efficient flow for all modal types, while reducing congestion and environmental impact. BACKGROUND The Lakewood Planning & Public Works Department is responsible for managing traffic signal systems within the city. We are seeking a qualified vendor to program and optimize our traffic signal networks, assist in new signal turn-on, utilizing real-time data and adaptive systems to improve traffic flow and reduce delays. This on-call consulting service also aims to reduce congestion, minimize wait times, and improve safety for all users. Additionally, the vendor will be required to coordinate closely with other public agencies and other vendors on matters related to traffic signal cabinets and ongoing maintenance. The city owns and maintains 63 traffic signals. Pierce County provides all signal maintenance services within the City of Lakewood. The city recently replaced the majority of the signal controllers with Econlite Cobalt controllers to align with Pierce County signal equipment. The city currently programs individually, each signal cabinet. The City reserves the right to reject any and all proposals, and to determine and waive minor irregularities in any proposal.
