Questions Due Date: Jun 6th 2025, 12:00 PM MDT North Sanpete School District (NSSD) is seeking statements of qualifications (SOQ) from firms engaged in providing architectural services doing business in the state of Utah. The project includes the master planning of North Sanpete High School in Mt. Pleasant, Utah, specifically in regard to the football field, track, and bleachers along with any associated projects. NSSD reserves the right to reject any or all statements, or to waive any formality or technicality in any submission, in the best interests of the District. The District reserves the right to cancel this request for SOQ in whole or in part at any time, if it is in the best interest of the District. The District covers the northern half of Sanpete County, and includes the cities and towns of: Fountain Green, Moroni, Mount Pleasant, Fairview, Spring City and Wales. There are 8 schools and the district has a student enrollment of about 2,500. The NSSD Purchasing Department is the issuing office for this document and all subsequent addenda relating to it. The reference number for this solicitation is # 25-03. This number must be referenced on all submissions, correspondence, and documentation relating to the SOQ. The method of submitting your proposal is online through U3P. When submitting a proposal online through U3P, please allow sufficient time to complete the online forms and upload documents. The solicitation will end at the closing time listed in the SOQ. The District reserves the right to negotiate the fees for all projects issued. Preferred methods of determining fees for projects is a fixed fee on a percentage of the construction bid price using the State of Utah Division of Facilities and Construction Management Architectural/ Engineering Fees outline dated February 3, 2022, as a guideline. For complex smaller projects under $250,000.00, a negotiated hourly-based fee will be considered. These fees will be negotiated at the time the opportunity is issued for particular projects based on the scope and size of the project, to the selected and most qualified firm. If fair and reasonable compensation cannot be agreed upon with the selected firm, NSSD shall advise the firm in writing of the termination of negotiations. Upon failure of negotiations, NSSD will enter into negotiations with the next most qualified firm. See Utah Procurement Code 63G-6a-1505. While it is the intent of the District to proceed with this solicitation, nothing herein shall obligate the District to enter into a contract for Architectural Services with a selected firm during the prequalification period stated herein. Any contract resulting from this SOQ with any prequalified architectural or engineering firm will include, but not be limited to, NSSD's Standard Terms and Conditions. In accordance with Utah Code 63G-27-102, vendors contracting with the District to provide any good or service, including supplies, information technology, or construction services, must certify they are not currently engaged in an "economic boycott" nor a "boycott of the State of Israel" as those terms are defined in that Code section. Vendors must also agree not to engage in either boycott for the duration of the contract (if awarded). For example, a vendor may not, without an ordinary business purpose, boycott the State of Israel or companies engaged in: activities related to traditional energy, mining, agriculture; or the manufacture, distribution, sale, or use of firearms; or does not meet environmental standards beyond applicable state and federal laws; or does not facilitate access to abortion or sex characteristic surgeries. If a vendor does engage in such a boycott, it must immediately notify the public entity party to the contract in writing. All questions, interpretations, or clarifications regarding this solicitation shall be submitted through U3P and are subject to the deadline for submitting questions before June 6, 2025, at 12:00 p.m. If any vendor detects any discrepancy, conflict, omission, or other error in these documents, they shall notify the District in writing, and request clarification or modification of the SOQ documents. Any addenda submitted prior to the submittal deadline shall become part of this request and any information required shall be included in your proposal. Suppliers are cautioned not to consider verbal modifications. No District employee should be contacted in regards to this solicitation. DISCUSSIONS WITH OFFERORS An oral presentation by an offeror to clarify a SOQ may be required at the sole discretion of the District. However, the District may award a contract based on the initial statements received without discussions with the offeror. If oral presentations are required, they will be scheduled after the submission of proposals. NSSD will not reimburse any fees your firm may incur for oral presentations and/or proposal preparation. CONFIDENTIALITY Offerors are required to mark any specific information contained in their submittal which they are claiming as protected and not to be disclosed to the public or used for purposes other than the evaluation of the SOQ. A Claim of Business Confidentiality may be appropriate for information such as client lists and non-public financial statements. Pricing and service elements may not be protected. An entire proposal may not be protected under a Claim of Business Confidentiality. All materials submitted become the property of NSSD. Materials may be evaluated by anyone designated by the District as part of the proposal evaluation committee. Materials submitted may be returned only at the District's option. PROPOSAL RESPONSE FORMAT All proposals must include and be organized as follows: o Executive Summary (Limit 2 pages) o Firm Information Include name of firm, location of all Utah offices, age of firm, average number of employees over the past 5 years in Utah. (Limit 2 pages) o Resumes Names, titles, and experience of personnel who will be assigned to work with the District on selected projects. (Limit 10 pages) o Firm Experience Preference will be given and evaluation scores will be higher for firms with relevant experience on projects completed for public K-12 schools and master planning services located in the state of Utah. Include the names of five (5) clients who may be contacted, including at least two (2) for whom services were rendered in the last calendar year. (Limit 10 pages) o Proximity and Rural Experience State your firm's proximity to NSSD and the firm's experience with master planning for rural school districts. (Limit 4 pages) o Statement of Litigation or Actions Listing of any actions taken by any regulatory agency against the firm and/or all litigation in the past five years involving the firm, principals, agents or employees with respect to any work performed. o Protected Information (if applicable) Include any information that is deemed private or confidential, as well as the Claim of Business Confidentiality. Understand that it is up to the discretion and determination of NSSD to accept or reject any information provided in this section as confidential. The District will evaluate each proposal submitted based on responsiveness to the District's overall needs. Sufficient information must be provided in the response to qualify your firm for the services selected. SOQs will be evaluated by a Selection Committee in accordance with the Utah Procurement Code, 63G-6a-1503, to rank (score) architects. The selection committee will utilize the attached scoring sheet. Each area of the evaluation criteria must be addressed in detail in the proposal. The selection committee will be comprised of individuals from NSSD and others as may be deemed appropriate by the District. The selection committee will evaluate the statements submitted and determine which firm(s) will be requested to provide additional information and/or be selected as a prequalified architectural and engineering firm(s).
