The scope of work includes the design and installation of a fiber optic cable backbone infrastructure loop. The new fiber loop shall connect to the Main DMARC (bldg. 9-61), nine existing communication nodes, Bldg. 4-137, and two new communication nodes. Provide spurs from Nodes to extend fiber service into select areas. Depending on the ultimate route, the new infrastructure loop is expected to be approximately seven miles long. This project requires a survey of the existing aerial and underground pathways used for the current infrastructure. The survey shall include location, condition, accessibility, and capacity assessment for existing utility poles, manholes, handholes, conduits, and other features of the existing system. Construction specifications shall include 100% bi-directional end to end testing of newly installed fiber optic cable to verify continuity and document system performance. Each test will be fully documented to show predicted link budget, actual measured link losses, and OTDR test results as required by standards. The Department of General Services Capital Programs and the Bureau of Diversity, Inclusion and Small Business Opportunities identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals.
