The Southwest Ohio Regional Transit Authority (SORTA) is seeking bids from qualified vendors to provide a design build for a six (6) station Electric Vehicle Charging Station (EVCS) at the Queensgate Garage, located at 1401 Bank St., Cincinnati, OH 45214. The Southwest Ohio Regional Transit Authority ("SORTA"), commonly referred to as Cincinnati Metro, is a regional transit authority organized and operating under Section 306.30 et seq. of the Ohio Revised Code. As such, it is a political subdivision of the State of Ohio. SORTA provides both fixed-route mass transportation services and paratransit services. SORTA provides service to the city of Cincinnati, Hamilton County Ohio, and parts of Butler, Clermont, and Warren Counties. SORTA operates 46 fixed routes. SORTA provides both fixed-route mass transportation and paratransit services through approximately 300 city-type transit buses and 50 paratransit vehicles. The Southwest Ohio Regional Transit Authority (SORTA) is seeking a vendor to design and install six (6) Electric Vehicle Charging Stations (EVCS) at the Queensgate Garage for SORTA's Gillig 40' Low Floor Plus Battery Electric Coaches. The design-build project shall include planning, design, permitting, equipment, construction, installation, testing, monitoring, maintenance, support services, and training for SORTA's staff. _ Provide planning and design services, including project schedule, site evaluation, permits (as required), drawings, and equipment layout. _ Provide and install the EVCS equipment along with a site validation document for the proposed installation area within the SORTA Queensgate Maintenance Facility located at 1401 Bank Street, Cincinnati, Ohio 42514. _ Provide cloud network services ("Network Services") subscriptions for specified SORTA EVCSs, which shall include charge monitoring, reporting services, cellular network compatibility, and related software/technology. _ Provide training to SORTA staff for Daily Operation of Equipment and Inspection, Maintenance, and Troubleshooting. _ Provide monitoring, maintenance, and support services. The contractor/supplier shall assist the SORTA project manager with the scheduling, and oversight of SORTA contractors, or in-house personnel, performing auxiliary work necessary for the successful installation and start-up of the EVCS equipment. Upon execution of this contract the Contractor will plan, design, supply and install six (6) modular charging stations with the ability to connect to three (3) overhead drop-down dispensers each for a total of 18 dispensers, to allow simultaneous charging of multiple buses and meet the specifications outlined in this scope of work. 2.2. PROJECT APPROACH AND WORK PLAN Contractor shall provide a detailed project approach and work plan, which fully addresses this Scope of Work, and shows Contractor's understanding of SORTA's needs and requirements. The contractor should include references for each section in the Scope of Work that refers to SORTA's requirements. The Work Plan shall provide a list of tasks and responsibilities, and a proposed schedule, to commission the station upon completion of station construction. The commissioning plan shall address safety requirements to safely start up the system. _ Describe the approach to completing the tasks specified in this Scope of Work. o The approach to the work plan shall be of such detail to demonstrate the Contractor's ability to accomplish the project objectives and overall schedule. _ Outline sequentially the activities that would be undertaken in completing the tasks and specify who would perform them. _ Furnish a project schedule for completing the tasks in terms of elapsed weeks. _ Identify methods that Contractor will use to ensure quality and safety control as well as budget and schedule control for the project. _ Identify any special issues or problems that are likely to be encountered in this project and how the Contractor would propose to address them. _ Contractors are encouraged to propose enhancements or procedural or technical innovations to the Scope of Work that do not materially deviate from the objectives or required content of the project. 2.3. PLANNING Proposer shall be responsible for planning to include at a minimum: _ Project schedule _ Site evaluation _ Planning _ Obtain all necessary permits _ Coordination with all utilities for electrical, power, gas, etc. (as applicable) 2.4. DESIGN Proposer shall be responsible for the design of the station which will include at the minimum: _ Electrical drawings o single-line diagrams o panel schedules o load calculations o conduit and cable routing o grounding plans _ Mechanical drawings (venting and cooling requirements for enclosures or equipment) _ Equipment Pads (concrete) _ Provide 90% drawing set to customer for review prior to permit submission. _ Safety/ physical protection of equipment _ Detailed equipment layout, identifying all equipment types, footprints, clearances, and orientation, along with area classification and separation distances per applicable codes and permitting requirements _ Coordination with utility providers to ensure proposed design is consistent with current and future service capacity
