Renovation of a mixed-use development in Tuscaloosa, Alabama. Completed plans call for the renovation of a fire / police facility; and municipal facility.

This Project Includes the Removal and Disposal of Existing Boiler, and the Provision and Installation of a New Boiler With Similar Specifications. Bidders Are Invited to Submit Bids for the Equipment Specified Herein and Any Ancillary Services Necessary for Successful Delivery, Installation, Testing, and Start-up Support. Question Deadline 07/03/2025 at 4:00 PM CT last day to submit questions, Tuscaloosa County may have further questions for the proposers to provide clarification and these may be made during the bid review. Bid submittals are not accepted via email. An award for the contract will be made within 30 calendar days of the date of the bid closing. All Bids Must Be Marked With the Words "bid Proposal for Boiler Replacement", the Bid Date, the Name of the Bidder, and the Alabama General Contractor's License Number. The Tuscaloosa County Commission is soliciting sealed bids for the replacement of the existing hot water boiler system serving the Tuscaloosa County Courthouse and Sheriff's Office located at 714 Greensboro Avenue, Tuscaloosa, AL 35401. This project includes the removal and disposal of existing boiler, and the provision and installation of a new boiler with similar specifications. The current boiler system is a dual-fuel (diesel and natural gas) Cleaver-Brooks unit installed in 1964. Bidders are invited to submit bids for the equipment specified herein and any ancillary services necessary for successful delivery, installation, testing, and startup support. Flexible watertube boilers will not be considered due to concerns with maintenance access and durability Each Bidder Must Provide With the Bid a Bid Bond in the Amount of 5% of the Total Bid Cost, Capped at $10,000.00. Bids Are Solicited in Compliance With Alabama Code Title 39, the Alabama Public Works Law, and/or Alabama Code Title 41, the Alabama Competitive Bid Law. Bidders Shall Be Required to Comply With Aforementioned Provisions Regardless of Whether the Requirements Are Explicitly Detailed in the Bid Proposal or Not. The Contractor Shall Comply With All Provisions of the Beason-Hammond Alabama Taxpayer and Citizen Protection Act. Alabama Code Section 39-3-5, Resident Contractor Preference, Applies. The project will include a full turnkey installation of the replacement boiler, including removal and disposal of existing boiler system. The selected bidder will propose to furnish all labor and materials to perform all work required for the removal of the existing boiler and the furnishing and installation of one (1) new Cleaver-Brooks ICB-200-200-125HW or approved equal, 3-pass firetube hot water boiler system with dual fuel capability (Natural Gas and No. 2 Oil), rated at 6,694,000 BTU/hour output at 180F operating temperature and 40 psig operating pressure. Boiler System Requirements: o 200 HP, 3-pass firetube boiler o 125 psi pressure vessel o Dual fuel system: Natural Gas (primary), #2 Oil (secondary) o Natural Gas Pressure: 10 psig (estimated) o Blower Motor: 7.5 HP with VSD and bypass o Combustion Management: HAWK 1000 system or equivalent o Parallel positioning, O2 trim, and expanded annunciation o BAS Integration: BACnet MSTP protocol interface o UL listed, ASME stamped o Submittals: Wiring diagrams, dimensional drawings, test fire reports, cut sheets Installation Requirements: The Bidder must appoint a project manager or superintendent who will be responsible for all aspects of the "Boiler Replacement" project at Courthouse and Sheriff's Office. This person will always be available during the project and available on-site within 24 hours of notification, if required. The Project Manager or Superintendent for the Bidder will coordinate all work of the construction process with the Construction Manager Ryan Sabbagh, Director of Maintenance and Facilities of the Tuscaloosa County Commission. Upon project completion, the successful bidder will need to provide proof of publication of a Notice of Completion, in accordance with Ala Code 39-1-1(f). o Installation may require an Engineering review of the existing system's piping and pumps, the price of which should be included. o The existing boiler system will be disconnected and demolished as necessary to allow for proper clearances for removal. o Crane/rigging services should be provided to remove demolished equipment and to set up the new equipment. o The new boiler will be set in place in the approximate location of the existing boiler. o Connect fuel piping, pipe vents, drains as required. o The condensate neutralization box discharge will be piped to existing floor drain. o Connect to electrical service within the boiler room. Properly fused lockable disconnects for the new boiler will be provided. o The existing abandoned exhaust fan/louvre adjacent to the boiler room door will be removed. Run new stack out of this existing wall penetration. The stack will be run straight up the outside of the building and terminate approximately 3 feet above the roof line. Supports will be anchored to the side of the building. o An emergency stop switch will be installed at the boiler room egress in accordance with code. o Upon completion of installation, the boiler will be placed in operation and personnel instructed on the proper operation. No Bidder May Withdraw His Bid Within Thirty (30) Days After the Actual Date of the Opening Thereof.
