Proposals received after that date and time will be rejected. The Purchasing Authority of the Town of Newtown reserves the right to accept or reject any or all options, or proposals; to waive any technicality in any proposal or part thereof, and to accept any proposal deemed to be in the best interest of the Town of Newtown. All pricing submitted in a bid package shall be valid for ninety (90) days. There shall be no collusion with other prospective bidders and a bid submission will be construed as evidence that the submitted bid price was derived independently without collusion with other bidders. The Town of Newtown (hereinafter known as "Town") is seeking proposals and a generalized scope of services from qualified professional planning consultants/firms (hereinafter known as "Consultant") for the preparation and completion of a feasibility study of the proposed Newtown Greenway Trail. Al's Trail is an eleven-mile footpath that traverses Newtown starting at the Fairfield Hills campus in the south and traversing north through the center of Sandy Hook and continuing north to Upper Paugussett State Forest. In 2019 the Newtown Bike and Trail Committee identified it as a priority trail and initiated an assessment which culminated in an Al's Trail Action Plan. One recommendation of that plan was to conduct a feasibility study of connecting Fairfield Hills to Sandy Hook center via a multi-use greenway. The current trail traverses steep terrain, crosses under Interstate 84, and navigates stream crossings, wetlands, and sensitive habitats for fish and other wildlife. Al's Trail is significant because it is central to so many community resources including schools (Reed Intermediate School, Newtown High School, Sandy Hook Elementary School), age restricted housing (Regency at Newtown, Nunnawauk Meadows, and Walnut Tree Village), existing recreational centers (Fairfield Hills Campus, Newtown Community Center, Treadwell Park, Rocky Glen State Park., Newtown Youth Academy, wild trout fishery) however, the current trail is a narrow footpath that traverses challenging terrain and is only accessible to experienced hikers. Building a multi-use greenway between Fairfield Hills and Sandy Hook will increase access to new user groups that are currently not able to negotiate the current trail. Additionally, it will promote walkability and safe bicycle routes by creating a travel corridor between two community focal points that are currently divided by Interstate 84. Fairfield Hills Is the recreational center of Newtown and is home to a popular walking trail, sporting venues, and the Community Center. Sandy Hook Center is a cultural hub containing restaurants, parks, businesses, housing developments, and a school. Newtown is the northern terminus of the Pequonnock River Trail, which is a 14.5 miles long trail connecting Newtown to Bridgeport. A previous study, the Housatonic Rail Trial Extension, assessed connecting Fairfield Hills to the Pequonnock River Trail. This study will extend that work to Sandy Hook and perhaps one day, residents will have a complete trail from Sandy Hook to Bridgeport. The goal of this project is to study the economic, logistical, and environmental feasibility of building a multi-use greenway between Fairfield Hills and Sandy Hook that increases recreational opportunities. The final product will be a feasibility assessment that recommends various options and routes for achieving this goal.
