.1 Alberta Parks is seeking a qualified consultant to evaluate the condition and integrity of the above ground infrastructure, amenities and select utility infrastructure located in Red Lodge Provincial Park. .2 Running parallel to this project is the Septic Mound replacement project, information will be provided to the consultant as it become available from this project. The wastewater system for the park is out of scope for this RFP with the exception to the Sani-dump station and any new wastewater infrastructure required for the recommended infrastructure. .3 The electrical system is in scope for this project, the condition and capacity must be assessed to determine the feasibility and potential for the electrification upgrades and added service to the remaining sites within the park and any recommended infrastructure. .4 The proponent will gather visitation data and background information from Alberta Parks and Regional Staff to inform the applicable design criteria. The proponents project team will perform an on-site assessment to review the site in detail. .5 Inclusivity, accessibility and Crime Prevention through Environmental Design (CPTED) are prioritized and should be a consideration for all options. Other fundamental design considerations include improving the functionality of the campground day use areas, formalizing and standardizing the individual and group use sites, ease of operation, financial impacts, and enhancing the visitor experience. .6 Red Lodge Provincial Park spans north of the existing campground. Connectivity solutions to this land for future recreational use will be in scope for this project. .7 The objectives of the project are to develop cost effective options and recommendations based on detailed condition assessments and operational needs, and to determine a prioritized approach for refurbishment and upgrades of infrastructure within the park. .8 The project will be delivered through the following phases, further described in Schedule "A" - Schedule of Services: Phase 1 - Information Gathering and Scope Definition: Gather information and review the current state of the existing Park and its infrastructure. Engage identified stakeholders and staff to determine functionality of the site and its operations. Phase 2 - Assessment, Analysis & Conceptual Design: Identify, assess, analyze and recommend options for new infrastructure and/or repair, replacement, upgrade or decommissioning of existing infrastructure. Consider the financial impact to operations, capital budget planning, Alberta Parks Standards and decision making. Develop an implementation strategy for the recommended options with the corresponding conceptual designs. Phase 3 - Reporting: Prepare a comprehensive report of Consultant findings including recommended options, cost estimates, concepts and implementation strategy. Present findings to Alberta Parks.
