Qualified firms wishing to respond to "RFP #25P-043 Sanitary Sewer (Main & Laterals) Rehabilitation" must provide all equipment, labor, materials and other means necessary to complete the requirements of this contract as described in this document, whether directly or through sub-contractors/sub consultants. This does not, however, limit the use of subcontractors or sub-consultants. The initial term of each Agreement shall be the effective date through September 30, 2028, with the option to renew for one (1) three (3) year period. Following completion of the initial term, the renewal period shall automatically occur on October 1, unless either party provides a minimum ninety (90) day written notice of non renewal. The prices awarded by CONTRACTOR shall remain fixed and firm for the initial term of the Agreement. At a minimum of six (6) months prior to the end of the initial term, CONTRACTOR may submit a request in writing to the DISTRICT to negotiate an increase or decrease to the current awarded pricing to become effective for the renewal period. Any agreed upon negotiated price change shall remain firm for the remainder of the one (1) three (3) year renewal term. No increase will exceed 5% without board approval. The intent of this solicitation is to acquire multiple Contractors for sanitary sewer rehabs (mains & laterals). The scope of work will include cleaning and preparation using high pressure water jetting, clear blockages, install cured-in-place (CIPP) liners to restore or replace damaged pipes without excavation, conduct slip lining where smaller pipe is inserted into a damaged pipe and sealed, sewer lateral and gravity sanitary sewer point repair, sewer line testing including hydrostatic, air, or smoke testing, and restoration and cleanup including roads, landscaping, and sidewalks. This contract is to be used on an "as needed basis. The District does not guarantee a dollar amount to be expended on any resulting contract(s). It is the intent of these specifications to describe a complete contract fully acceptable to the District. Even though certain details may have been unintentionally omitted, the Contractor shall nonetheless perform all work necessary to complete the project to the highest industry standards and acceptable to the District. During the solicitation process the Contractor shall examine the solicitation plans and scope to achieve a thorough working knowledge of the contract prior to submitting a proposal. Any labor, services, materials, equipment or tools that reasonably may be inferred in the solicitation document or from prevailing customary work procedures to produce the indicated result will be provided whether or not specifically called for in the documents at no additional cost to the District. Clarifications and interpretations of the Proposal Documents shall be issued by the District, as requested, during the question and answer time period. Successful Contractor and any subcontractors will be required to attend a pre-construction meeting after the contract award is approved by the District and the Agreements have been executed by all parties. SCOPE OF SERVICES Sanitary Sewer (Main & Laterals) Rehabilitation Types of tasks to be performed, but not limited to: _ Inspection and Assessment including Closed Circuit Television (CCTV) _ Cleaning and Preparation using high pressure water jetting _ Clear blockages _ Install cured-in-place (CIPP) liners to restore or replace damaged pipes without excavation _ Conduct slip lining where a smaller pipe is inserted into a damaged pipe and sealed _ Sewer lateral and gravity sanitary sewer point repair _ Sewer line testing including hydrostatic, air, or smoke testing _ Restoration and cleanup including roads, landscaping, and sidewalks _ MOT (will be project specific) _ AutoCAD record drawings OPERATIONS AND COMMUNICATIONS WORK HOURS NOT APPLICABLE - WORK HOURS WILL BE DESIGNATER PER PROJECT Work Hours are 7:00 am to 7:00 pm, seven (7) days per week. Contractor will not be expected to work weekends; however, the facility will be available for Saturday and Sunday work if desired. All services shall be scheduled with District designated personnel. Contractor must provide after-hours contact information to the District. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
