Question Deadline: Tue Jul 8, 2025 5:00 PM (CDT) All inquiries, questions, or clarifications must be submitted at least seven (7) calendar days prior to the due date of this RFP. Late inquiries, questions, or clarifications will not be answered. All inquiries will be responded to within three (3) business days. The City of Bloomington ("The City") is seeking proposals for qualified commercial solid waste haulers licensed by the City of Bloomington to provide Solid Waste Collection Services for various parks, playgrounds, and City facilities within the City of Bloomington. Oral, facsimile, email, hard copy, or telephone Proposals are considered invalid and will not receive consideration. The Contractor shall agree to provide the Services as set forth below. A. Collection Locations: Collection of Solid Waste shall be provided by the Contractor at the various parks, playgrounds, and City facilities identified in the Services Schedule (Attachment A). The City has the right to add or remove collection locations as deemed necessary. B. Collection Containers: The containers used for collection will be a combination of 90-gallon carts and rear or front-loading dumpsters or roll-offs. The 90-gallon carts are owned and provided by the City. The front or rear loading dumpsters or roll-offs will be provided by the Contractor. The size of containers, and number of containers, needed for collection at each location is identified in the Services Schedule, Attachment A. The City has the right to change the size of containers, or number containers, needed as deemed necessary. All carts and dumpsters must be fully emptied on designated collection days. The driver must verify each container is emptied. Contractors shall handle all containers with reasonable care to avoid damage and shall place all containers in an upright position after being emptied. Some locations will require on-call service seasonally, or during times of heavier volume, as identified in Attachment A. "On Call" service means the City will require a pick-up within twenty-four (24) hours of notifying the Contractor by phone. On-Call service shall be billed separately. The City reserves the right to reject any or all Proposals or parts of Proposals, to accept part or all of Proposals on the basis of considerations other than lowest cost, and to create a project of lesser or greater expense than described in this RFP or the respondent's reply based on the component prices submitted. The City reserves the right to waive irregularities in the Proposal content or to request supplemental information from Vendors. The City reserves the right to contact Vendors individually for the purpose of clarifying Proposals. The City is not responsible for any costs incurred by the Vendor in the preparation of the Proposal or for any other cost to the Vendor associated with responding to the RFP. No reimbursement will be made by the City for any costs incurred prior to a formal notice to proceed should an award of contract result from this solicitation. This RFP does not obligate the City to award a contract or complete any specific project or service. The City reserves the right to cancel this solicitation or to change its scope if in the best interest of the City. All design drawings, plans, and Proposals submitted in response to the RFP will be retained by the City and not returned. Contract Execution August 2025
