The Job Order Contract (JOC) is an indefinite quantity contract pursuant to which the Contractor will perform a variety of projects, consisting of specific construction tasks, at different locations. The scope of the General Construction JOC Contract is for general major maintenance, ADA improvements, repair, remodel, and other repetitive related work to be performed for the County of Alameda. The County may use these JOCs for federally funded projects. The County will utilize a Unit Price Book (UPB) containing a series of tasks with preset Unit Prices. The UPB was developed using experienced labor and high-quality materials. All Unit Prices are based on local labor, material and equipment prices including the current prevailing wages. The Contractor will bid Adjustment Factors to be applied to the Unit Prices. The price of an individual project will be determined by multiplying the preset Unit Prices and the appropriate quantities by the appropriate Adjustment Factor. The UPB may be updated periodically at the County's discretion and will be updated prior to executing an option year. To view the Unit Price Book utilized for this contract refer to Exhibit B. Please reference these documents in regard to the pricing used for this contract. The County will receive sealed bids only from the following prequalified contractors: City Building, Inc., Consolidated CM, Mark Scott Construction, Inc., Orea Construction, and Rodan Builders, Inc. Question Deadline 07/08/2025 at 5:00 PM PT. Municipal Meeting 08/14/2025. The scope of Work for the Contract will be determined by the Detailed Scope of Work issued in connection with individual Job Orders. The scope of work, for each project will be explained to the Contractor at a Joint Scope Meeting. The County will provide a Request for Job Order Proposal and Detailed Scope of Work for each project to the Contractor. The Contractor will be required to review the Detailed Scope of Work and develop a Price Proposal using appropriate tasks, quantities, and the applicable Adjustment Factor. The County will review the Contractor's Proposal in detail and, if found to be reasonable and acceptable, a Job Order may be issued. The agreed upon price will be a fixed price for the performance of the Detailed Scope of Work. Additionally, Job Order's for work within the County's secured facilities will require security background clearances. All staff requiring entry to secured facilities must pass a background check. Refer to Exhibit G - Detention Facilities Site Requirements for additional information.
