The Project includes the following Work: Design, permitting, and installation of a ground mounted solar photovoltaic array installed on Village property located at 270 North Seneca Street. Array shall be capable of producing approximately 100,000 kWh annually. Proposals to include a service agreement, and decommissioning plan at the end of the equipment s service life. SCOPE OF SERVICES 1.1 Objective The objective of this Request for Proposal (RFP) is to identify and select the most qualified turnkey photovoltaic (PV) system contractor for the design and installation of a ground mount solar photovoltaic array. The contractor should prepare a system summary detailing location, size, equipment, and a sample cash flow analysis detailing expected savings (both kWh and dollar). Array shall be capable of producing a minimum of 100,000 kWh annually. Funding for this project is supplied in part through the New York State Energy and Resource and Development Authority (NYSERDA) Clean Energy Communities (CEC) Program. The contractor shall comply with all NYSERDA requirements and complete all application materials necessary for receipt of the Clean Energy Communities (CEC) Program incentive as well as required documentation to obtain all applicable federal tax credits (refer to attachments). All bids must be completed in compliance with the NYSERDA CEC and the NYSERDA’s Code of Conduct for Contractors, Consultants, and Vendors. Each proposal shall be accompanied by a certified check or bid bond in the amount of five percent (5%) of the maximum amount of the proposal, as a guarantee that the bidder will execute the contract and furnish the necessary bonds if the contract is awarded to him/her. Pre-Bid Meeting A pre-bid meeting is not being held. Bidder questions can be submitted through the website. Other Requirements Bids shall be sealed in an opaque envelope and clearly marked as a bid for the Project. The envelope must also bear the name and address of the bidder. Minimum wage rates for all classes of laborers and mechanics are as set forth by all applicable provisions of the NY Prevailing Wage Act, and the proposals shall be prepared accordingly. The selected Contractor shall ensure that employees and applicants for employment are not discriminated against because of race, age, color religion, sex, national origin, or handicap status. The Village of Montour Falls encourages Minority and Women Business Enterprises (MBE/WBE) to submit bids for this project. Furthermore, the Contractor will be encouraged, the greatest extent feasible, to utilize business concerns located in or substantially owned by residents of the project area, in the award of contracts and purchase of services and supplies. The Village of Montour Falls reserves the right to waive any irregularities and to reject any and all bids and to award the contract to the lowest responsible bidder.
