Award Criteria: The contract, if awarded, will be offered to the lowest responsive and responsible Bidder that meets the requirements and criteria set forth in the IFB. Lancaster County reserves the right to accept and/or reject any and all proposals received as a result of this request. An award resulting in this request may be made to the responsive and responsible proposer whose proposal is determined to be in the best interest of Lancaster County, taking into consideration the cost and the evaluation factors set forth herein. Lancaster County will be the sole judge as to whether a proposal has satisfactorily met the requirements of this Invitation for Bid. Any proposer determined to be technically unqualified, or whose proposal is deemed unresponsive, will not be considered further. Any proposer that has demonstrated poor performance during either a current or previous agreement with Lancaster County may be considered as an unqualified source and their proposal may be rejected. Lancaster County reserves the right to exercise this option as is deemed proper or necessary. Lancaster County may also give the proposer the opportunity to cure any deficiency resulting from a minor informality or irregularity in a proposal or waive any deficiency as set forth in the County procurement ordinance. Event bid note: Hand Delivered submittals: One (1) unbound Sealed Bid, hand delivered to the Procurement Department address below. The outermost envelope must be clearly marked with the name of the project followed by your firm name and address by the time and date listed above. The County assumes no responsibility for unmarked or improperly marked envelopes. Bids received by the Procurement Department after the time and date set for of bids, are late and WILL NOT be accepted. Late bids are void and will be returned unopened to the Bidder. It is the Bidder's responsibility to ensure timely receipt by the Procurement Department of a bid. The contract time is set for 120 days. CAD files will be made available to the low bidder for the project.
