2025 Salyersville Township Price Road Resurfacing Project, in Sharpsville Township Documents Notes ; No Responsibility is Assumed by Salyersville Township for Documents Received Too Late for Filing a Bid. Each Bidder is Required to Furnish With Its Proposal, a Bid Guaranty and Contract Bond in Accordance With Section 153.54 of the Ohio Revised Code. Bid Security Furnished in Bond Form, Shall Be Issued by a Surety Company or Corporation Licensed in the State of Ohio to Provide Said Surety. Each Proposal Must Contain the Full Name of the Party or Parties Submitting the Proposal and All Persons Interested Therein. Each Bidder Must Submit Evidence of Its Experiences on Projects of Similar Size and Complexity. The Owner Intends and Requires That This Project Be Substantially Completed No Later Than September 15 Th , 2025. Bidders Must Comply With the Prevailing Wage Rates on Public Improvements in Portage County and the Portage County Engineer as Determined by the Ohio Bureau of Employment Services, Wage and Hour Division, (614) 644-2239. The Salyersville Township Board of Trustees Reserve the Right to Waive Irregularities and to Reject Any or All Bids GENERAL The requirements of Items 401, 441, and 448 of the 2023 Edition of the State of Ohio Department of Transportation Construction and Materials Specification (ODOT C & MS) apply, except as modified by these Supplemental Specifications. The functions of the "Monitoring Team" will be performed by the Engineer or a designated representative. JOB MIX FORMULA (JMF)-Limestone The JMF should be submitted at least one (1) week prior to the beginning of production. Written approval from the Engineer is required before production begins. Include Stability, Flow, Unit Weight, Percent Air Voids Filled with Asphalt and Percent Voids in Mineral Aggregate graphs to determine the design asphalt binder content with JMF submittal. The JMF has to be one approved by ODOT or Portage County within the last two years. ODOT approved JMF's must conform to all other requirements herein and be accompanied with a copy of the ODOT approval letter. For Type 1, Table 441.02-1 medium traffic applies, except in no case shall the minimum asphalt binder content be less than 6.2% nor shall the F/A Ratio exceed 1.0. For Type 2, Table 441.02-1 medium traffic applies, except in no case shall the minimum asphalt binder content be less than 5.5% nor shall the F/A Ratio exceed 1.2. Use PG 64 -22 asphalt binder JMF ADJUSTMENTS Any JMF adjustments provided for in 441.05 must be requested in writing within the first three (3) days of production or first 3,000 tons of production, whichever comes last. The original JMF will apply until any requested adjustments are given written approval by the Engineer. USE OF RECLAIMED PAVEMENT Provide reclaimed asphalt concrete pavement (RAP) and/or reclaimed asphalt shingles (RAS) per 401.04 requirements when choosing to use them in a mix. Failure to follow these requirements will result in a rejection of the Contractor QCP (403.03); restriction of any RAP or RAS use at the facility; and/or a change to Unconditional Acceptance at the facility. CONTRACTOR QUALITY CONTROL The contractor is expected to perform sufficient testing during production to assure all asphalt concrete conforms to the JMF. In the event test results fall outside the Warning Band Limits of Table 441.10-1, notify the Engineer immediately. In the event two consecutive tests fall outside the Specification Limits of the same Table, cease production. Do not resume production until corrective action has been taken. METHOD OF PAYMENT Asphalt concrete will be bid and paid for on a cubic yard basis. All yardage in excess of the contract amount will be at the Contractor's expense unless otherwise authorized by the Engineer. GENERAL PAVING PROCEDURES 1. 2. Equip pavers with the following: a. b. c. An automatic cross-slope control system. In general, achieve a cross-slope of 1/4 inches per foot. An automatic joint matcher when making longitudinal joints. Stagger longitudinal joints. A four (4) foot level to readily indicate actual cross-slope. Paving is to be a continuous operation. Regulate the speed of the paver to eliminate stops between loads. 3. Do not place asphalt concrete when the air temperature is less than 40 degrees, and/or when the surface temperature is less than 50 degrees. 4. 5. 6. 7. Refer to Section 401.13 for roller types and capacities. Complete all rolling while the temperature of the mat is above 175 degrees F. Do not permit traffic on asphalt concrete until it has cured sufficiently so as no marking will appear. Loading of the haul truck shall be done with three (3) drops of material to prevent truckload - type segregation. The first drop shall be done next to the front bulkhead of the truck bed. The second drop shall be done after the truck is moved forward so the mix is deposited into the truck bed adjacent to the tailgate of the truck. The third dump shall be done after the truck is moved backward so the drop is in the center of the truck bed. Failure to follow this method will result in the material being rejected on the project. The amount of mix in the paver hopper should always be kept above the flow gates or tunnel openings to keep the conveyors full and maintain a constant head in front of the paver screed. The amount shall be maintained between truckloads of mix to reduce segregation problems. The wings of the paver should be folded only enough to keep the material hot for placement and compaction. The wings should be folded before the mix cools to prevent chunks being formed that cannot be broken during paver operations. Fillets can be installed in the corners to eliminate the need to fold the wings. 8. 9. Rain a. If it rains and the existing pavement surface contains puddles or standing water, placement of asphalt concrete shall be stopped. Any trucks in transit shall be returned to the plant. b. If the rain is light and expected to continue for some time, and surface has been tacked, waiting trucks shall be unloaded as quickly as possible and the rollers brought up to compact the mix before it cools. c. If the rain appears to be a short duration, mix can be held in the haul truck until the rain has stopped and the mix can be unloaded after water has been swept from the surface. Compaction The breakdown and intermediate rollers should be operated as close to the paver as possible to obtain density before the mix cools to minimum temperature (175 degrees). Similar rollers shall be run side by side rather than the same two rollers operated end to end as breakdown and intermediate rollers.
