The National Park Service, Northeast Region, New England Major Acquisition Buying Office, intends to issue a Request for Proposal (RFP) for a construction requirement at Lowell National Historical Park, Lowell, Massachusetts. This project is for the removal and replacement of a roof membrane and underlying insulation, providing approximately 235 linear feet of new aluminum fascia edge. Included is 24 linear feet of metal base-of-wall flashings at a wall-roof interface, and redoing all vent pipe flashings and mechanical unit curb flashings (2 cooling towers to remain with about 18 pipe penetrations). The Boott Mill is a five-floor building. The existing roofing membrane, underlying insulation, and perimeter flashing shall be removed via adjacent crane placed on the sidewalk along Bridge Street. Then install new 60 mils thermoplastic polyolefin (TPO) roofing membrane on top of a vapor retarder over new tapered polyisocyanurate board insulation. Provide 1/4 per foot slope for drainage. The roof will be mechanically fastened and adhered. Provide flexible walkways to access the building's cooling towers. The contractor must utilize perimeter safety edge protection for the duration of the replacement. The use of a crane will be needed to transport materials up and down from the roof. The government will continue to operate in the building during construction. A detailed Statement of Work and specifications will be provided with final solicitation documents.
