Question Cut Off Date 9/23/2025 03:00:00 PM (ET) To ensure a fair bidding process, all other questions from the contractors must be emailed to purchasinggroup@dconc.gov PROJECT: Whispering Pines Stream Restoration & Stormwater Improvement SCOPE OF WORK: The work completed will include approximately 1,700 linear feet of stream stabilization/restoration work, installation of a bioretention pond, installation of bioswale drainage channels, associated landscape plantings, and property restoration. PROJECT DESCRIPTION: Durham County is proposing the Whispering Pines Stream Restoration & Stormwater Improvement to address multiple objectives: flood risk reduction, community resiliency, compliance with regional nutrient management rules, and promotion of environmental justice. The full scope of the Whispering Pines Stream Restoration & Stormwater Improvement includes segments of stream restoration, a bioretention area, and other water quality enhancement structures within the mobile home park. The County has prioritized this project to align with its four core goals: compliance, efficiency, resiliency, and environmental justice. The stream restoration portion of the project includes approximately 1,700 linear feet of streambank stabilization and enhancement. By restoring and stabilizing the stream corridor, the project will reduce flood risks by improving flow capacity, reducing erosion, and enhancing the natural floodplain's ability to absorb and slow stormwater. In addition to flood reduction, the project will contribute significantly to water quality improvements by reducing sediment and nutrient loads, helping Durham County meet its obligations under the Falls Lake Nutrient Management Strategy. BASE CONTRACT: The Work includes furnishing of all materials and labor necessary for the completion of the Project: Whispering Pines Stream Restoration & Stormwater Improvement as shown on the plans and as outlined in these specifications on page 86.
