The rehabilitation of the West digester at Keegan Bayou WWTF located at 336 Iroquois Street, Biloxi, MS 39530. A certified check or bank draft payable to the order of Harrison County Utility Authority, negotiable U. S. Government bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to five percent (5%) of the total bid for Harrison County Utility Authority "West Digester Rehabilitation - Keegan Bayou Wastewater Treatment Facility", shall be submitted with each bid. Harrison County Utility Authority reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the Harrison County Utility Authority, for a period not to exceed sixty (60) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding of the Contract. The intent of this specification is to provide performance requirements for the replacement of existing aerobic digester equipment to ensure the proper treatment of sludge in an existing two stage aerobic digester system. The intent is to also include all construction related work by a Licensed Contractor in the State of Mississippi to accomplish all demolition work, all modifications required by the equipment manufacturer, and the installation of all equipment to provide a final package of equipment that meets the performance specifications. The prime bidder shall be licensed in the State of Mississippi and shall be fully responsible for all work and for all subcontracts and equipment. 1. This work is to be completed for the owner, Harrison County Utility Authority, whose principal office is located at 10271 Express Drive, Gulfport, Mississippi 39503 2. The aerobic digestion system is to be installed at the Keegan Bayou Wastewater Treatment Plant located at 336 Iroquois St, Biloxi, MS 39530. 3. The existing facility is currently under contract operations by H2O Innovations and all work must be scheduled, approved, and coordinated with the regional manager for H2O Innovations. Safety of the area where this work shall take place is the sole and full responsibility of the prime contractor who shall take full liability for all work within his work area. 4. This work will require the complete removal from service of the west aerobic digester. Before any work is performed on the digester, all new equipment must be on site and ready for installation. No work can begin until confirmation is obtained that all components are fabricated and on site. 5. The digester aeration system must be designed to operate without any new mechanical or electrical components. 6. If any part of the structure is to be reused, it must be inspected and certified by a structural engineer to ensure its suitability for a 20-year lifespan. The structural engineer's certification must be submitted prior to the final design approval. 7. The digester system must be designed to integrate seamlessly with the existing blower piping infrastructure and the contractor shall connect to the existing piping as part of the work. 8. The system must be suitable for continuous, unattended operation.
