This project on KTA (I-335) in Lyon County, MM 132.2 to MM 147.8, is for pavement patching, the application of Ultrathin Bonded Asphalt Surface (UBAS) (Type B) on the northbound and southbound mainline lanes, and the application of Haydite chip seal on the shoulders. This project includes the Admire Interchange at MM 147. Milling is required for patching, in transition areas, and as shown on the plans. This project also includes underdrains and rumble strips. The Kansas Turnpike Authority (KTA) is requesting digital bid proposals for furnishing all labor and materials and performing all work in accordance with the Plans and Specifications and other Contract Documents, known as KTA Contract No. 8184, Lyon County, Kansas. PRE-QUALIFICATION. Bids will only be accepted by Contractors that are pre-qualified by the Kansas Department of Transportation. All blank spaces for bid prices must be filled in, according to the directions online, and the bid form must be fully completed and executed when submitted. No interpretation of the meaning of the Plans, Specifications, or other Pre-Bid Documents will be made to any bidder orally. Every request for such interpretation should be in writing addressed to the Kansas Turnpike Authority, 9401 East Kellogg, Wichita, Kansas, 67207, and to be given consideration must be received at least five days prior to the date fixed for the opening of bids. Any and all such interpretations and any supplemental instructions will be in the form of written addenda to the Specifications which, if issued, will be mailed by certified mail with return receipt requested to all prospective bidders (at the respective addresses furnished for such purposes) not later than three days prior to the date fixed for the opening of bids. Failure of any bidder to receive any such addendum or interpretation shall not relieve such bidder from any obligation under his bid as submitted. All addenda so issued shall become part of the Contract documents. Proposals must be accompanied by a bid bond in the amount of 5 percent of bid and made payable to the Kansas Turnpike Authority as guarantee that the bidder will enter into a contract and give a performance bond as required if awarded the contract. The award of each contract shall be in accordance with the provisions of the Standard Specifications of the Kansas Department of Transportation, edition of 2015, and will be based upon the summation of the products of the unit prices and the approximate quantities. The Authority reserves the right to reject any or all bids and to waive any irregularity therein, to determine which is the lowest responsible bid most suitable to the Authority. AWARD OF CONTRACT: The Authority reserves the right to determine which bid is the lowest responsible bid. The Contract shall be awarded according to Section 103 of the Standard Specifications of the Kansas Department of Transportation, edition of 2015. The proposals shall be compared based upon the summation of the products of the unit prices by the approximate quantities. In the event of a discrepancy between unit bid prices and the extensions or grand total summation, the unit bid price shall govern. The Authority further reserves the right to reject any or all bids or to waive any informalities or technicalities in any bid in the interest of the Authority.
