Online Q&A Yes Q&A Deadline 06/11/2025 2:00 PM (PDT) Under its Affordable Housing Incubator, funded by SCAG's SRP 2.0 Program, the San Gabriel Valley Council of Governments (SGVCOG) is seeking technical assistance to analyze an underutilized parcel located at 16154-16158 Arrow Highway (Site) for development into a Mixed-Generational Affordable Rental Housing Project (Project) on behalf of the City of Irwindale (City). This infill housing initiative aims to address the urgent need for affordable rental housing by transforming a long-vacant site into a thriving residential community. To advance this effort, the selected Consultant will collaborate with City staff to conduct a comprehensive economic analysis, develop high-level conceptual designs, and support the release of a Request for Proposals (RFP) to attract development partners to construct the Project. Only pre-qualified firms on the Affordable Housing Incubator bench for agreement 24-19 are eligible to submit bids for this proposal. The method of Contractor Selection has not been Determined at this time.
