Site work for a mixed-use development in Suffolk, Virginia. Completed plans call for site work for a municipal facility; and water / sewer project.
The purpose of this request is to obtain formal sealed proposals from qualified vendors and to select a vendor to provide Southeastern Public Service Authority of Virginia (SPSA) with civil construction for the base liner system of the Cell VII Phase 1 expansion (Expansion). The civil construction shall consist of, but not be limited to, the groundwater collection system, leachate collection system, leachate pump station, landfill composite liner placement, access road construction, stormwater management and erosion and sediment control measures. BACKGROUND SPSA is the regional solid waste collection and disposal agency for over one million residents in the cities of Chesapeake, Franklin, Norfolk, Portsmouth, Suffolk and Virginia Beach and the counties of Isle of Wight and Southampton, all located in the Commonwealth of Virginia. SPSA's disposal system includes a Regional Landfill in Suffolk and nine transfer stations in various locations throughout the geographic territory served by SPSA, accompanied by a transportation operation, a fleet maintenance facility, a tire shredder facility, a white goods program, and a household hazardous waste program. Please see SPSA's website for more information, available at www.spsa.com. SCOPE OF WORK GENERAL DESCRIPTION OF WORK: 1. The Southeastern Public Service Authority (SPSA) currently owns and operates a Subtitle D Landfill (Regional Landfill) in Suffolk, Virginia and is seeking proposals from qualified construction companies to provide civil construction services regarding landfill base liners and associated appurtenances. 2. The purpose of this request is to obtain formal sealed proposals from qualified contractors and to award a construction services contract to provide SPSA with civil construction services. SPSA intends to award a contract to the selected contractor for work including, but not limited to, the construction of a groundwater collection system, landfill composite liner, leachate collection system, leachate pump station, structures, access roads, stormwater management controls, and erosion control for the Cell VII Phase 1 expansion. Cell VII will be a 56-acre expansion adjacent to the existing active Cells V and VI. Requested construction services will be for Phase 1 of Cell VII which is comprised of approximately 24.6 lined acres.
