The Project includes the following Work: The upsizing of approximately 2,100 LF of 10" PVC to 12" HDPE by pipe bursting and open-cut methods, including, but not limited to one road bore, manhole rehabilitation, new manholes, manhole abandonment, sewer line abandonment, tree removal, and asphalt cut and replace. The Project has an expected duration of: 120 days for Substantial Completion / 150 days for Final Completion A pre-bid conference for the Project will NOT be held. Instructions to Bidders For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders (EJCDC C-200) that are included in the Bidding Documents. Pursuant to Executive Order 11246 (Executive Order 11246, As Amended | U.S. Department of Labor), the OWNER will affirmatively ensure that in any contract entered pursuant to this advertisement will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award, Erwin Utilities is an Equal Opportunity Employer. Any contract that uses federal funds to pay for construction work is a "federally assisted construction contract" and must include the equal opportunity clause found in 2 C.F.R. Part 200, unless otherwise stated in 41 C.F.R. Part 60. Small and minority owned firms and women's business enterprises are encouraged to participate.The Copeland "Anti-Kickback" Act is also applicable, which prohibits workers on construction contracts from giving up wages owed. Contractors must not appear on Sam.GOV disbarment list.The Bid deposit shall be retained by the OWNER if the successful Bidder fails to execute the Contract or fails to provide the required Bonds, as stated above, within ten (10) days after award of the Contract. The successful Bidder shall be required to furnish separate one hundred percent (100%) Performance and Payment Bonds. The Performance Bond shall be in full force and effect for one (1) year after the date of final acceptance of the project by the OWNER.No bidder may withdraw his bid within (60) days after the actual date of the opening thereof.The OWNER reserves the right to reject any and all Bids, to waive informalities, or to reject non-conforming, non-responsive, or conditional bids. The OWNER reserves the right to award a contract to the lowest, responsive, responsible bidder or bidders, taking into consideration quality, performance and time.
