develop, build, operate, and maintain a multi-sheet ice facility (the Project) located in the City of Westfield, Indiana (the City or Westfield). For Part I of the RFQ/P process, Offerors should consist of an entity or group of entities including an operator, developer, complete design team with an architect, all engineering disciplines, specialty consultants, and construction manager or contractor. The selected Offeror will be responsible forfully managing the development, financing structure, and operations forthe Project. The City intends to procure a site forthe ice facility either within or adjacent to the Grand Park Sports Campus (Grand Park) with the intention of owning the land upon which the ice facility will be developed. The method of Contractor Selection has not been Determined at this time.
