Renovation of a power facility in Grand Island, Nebraska. Completed plans call for the renovation of a power facility.
The Department of Energy, Western Area Power Administration (WAPA), invites you to submit a bid for the construction of Grand Island Substation, Stage 08 in Nebraska and Sioux Falls Substation, Stage 15, in South Dakota under Invitation for Bids (IFB) Solicitation No. 89503425BWA000061. The price range for this work is between $1,000,000.00 to $5,000.000.00. This letter is not an integral part of the IFB which is a self-contained stand-alone document. In the event of any conflict between the contents of this letter and the enclosed IFB, the IFB language shall prevail. This solicitation is issued as 100% Small Business Set-Aside. This IFB consists of Section A, Standard Form (SF) 1442 and Sections B, C, and E through M, including Attachments A, B, C, D, E, and F as listed in Section J. This solicitation, specifications, drawings, and General Decisions and any subsequent amendments will only be available in electronic format, downloadable from the internet at https://sam.gov/content/home . No plan holders list, CDs, or hard copies will be furnished. Bid prices are to be shown in Section B and bidders are advised to inspect Sections F, G, H, K, L, and M for other information that may be required. Bidders must submit as a minimum: (1) one originally signed and dated copy of the SF 1442; (2) Section B bid prices; (3) Section K, note bidders need to complete information in SAM (System for Award Management); (4) Section J, Other Documents Bid Bond; and (5) Any other documentation required by the IFB. Bids must be mailed to Western Area Power Administration, Attn: Curtis Richter, PO Box 1173, Bismarck ND 58502-1173 or FedEx/UPS to Western Area Power Administration, Attn: Curtis Richter, 707 N. Bismarck Expressway, Bismarck ND 58501-3308. The bid opening will take place IAW the information set forth on the SF 1442. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
