Any offeror proposing on this project desiring an interpretation or clarification of the SOW, contract terms and/or conditions, must make their written request by e-mail to Robert.Higgins@faa.gov, at least 15 calendar days prior to RFO closing . Solicitation/RFO announcement for the FAA Eastern Region Acquisition Service Area, Boston Acquisition Office, has a new construction effort for the Demolition of the Existing TEB ATCT in Teterboro, NJ. Your complete and signed proposal must be emailed to me at Robert.higgins@faa.gov, PDF is preferable, and the responsibility on it reaching me and its being legible falls on the offeror. Engineering/Facility point of contact (POC) will be Annette mcKinney at 718-608-5208. The performance period is 210 calendar days after the effective date of the Notice to Proceed (NTP). This procurement is available on a Full & Open basis. The North American Industry Calssification System (NAICS) code is 236220, with a size standard of $45.0 million. The Request for Offer (RFO), SOW, Specs, Drawings, HAZMAT Report, PPQ, DOL Wage Rates, eInvoicing Letter, and Sample Construction Waste Program Report, are attached to this announcement. The price range for this procurement is $1,000,000.00 - $2,000,000.00. The scope of work for this limited survey consisted of the following tasks: 1. Review of available records for identified and suspect ACM, LBP, PCBs, and other hazardous and regulated materials that may be impacted by the scope of work. 2. Conduct a visual survey of the project area to identify potential location(s) of hazardous materials that may be affected by the scope of work. 3. Collect bulk samples of suspect ACMs; Assess painted surfaces for LBP using an XRF Analyzer; Collect bulk samples of suspect PCB-containing materials (if found); and Inventory other visible hazardous materials. 4. Submit the bulk samples to a certified laboratory to positively identify ACM via Polarized Light Microscopy (PLM) or Transmission Electron Microscopy (TEM). Download the XRF Analyzer results; Submit suspect PCB samples to a certified laboratory for analysis. 5. Prepare a report summarizing data, collection techniques, analysis procedures, location and quantity of ACM, existence of LBP/LCP, PCBs, and other hazardous and regulated materials observed, and detailed recommendations for any indicated response actions. 6. Abatement specifications are included in this scope of work. **The Acquisition Management System (AMS) applies to FAA in place of the Federal Acquisition Regulation (FAR) and various other provisions of Federal acquisition law. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
